The Karkonoska Agencja Rozwoju Regionalnego S.A. (KARR) has been widely covered in the media because of a scandal involving PLN 4.5 million in flood relief. The money went to three companies from one village, where the company’s vice-president and a politician lives. Due to the irregularities, the agency’s management board and supervisory board were dismissed, and the case is being investigated by the CBA.
Only Bolesławiec television reported on Hubert Papaj’s visit to the session on June 24, 2026. The company of a proxy of Telewizja Bolesławiec is also embroiled in the flood-relief scandal. The proxy’s company received more than PLN 1.12 million in flood relief.
At the June session, President Papaj spoke about expanding KARR S.A.’s operations by opening a local office in Bolesławiec. The office operates at the city hall on Piłsudskiego Street. KARR S.A. is also listed on the poster for the 32nd Bolesławiec Ceramic Festival as a silver sponsor of the event.
The Lower Silesian Voivodeship Board dismisses the president of KARR S.A.
KARR S.A. – as the voivodeship marshal’s press spokesman assures – is fully cooperating with state authorities, while the Lower Silesian Voivodeship Board is awaiting the results of inspections conducted by authorized entities.
– On August 14, 2026, the Lower Silesian Voivodeship Board decided to dismiss the president and the company’s Supervisory Board. The decisions were made out of concern for the transparency of Karkonoska Agencja Rozwoju Regionalnego’s operations. Earlier, on August 11, 2026, Anna Konieczyńska was dismissed from her position as vice-president of KARR S.A.’s management board due to moral and ethical concerns – said Michał Nowakowski, press spokesman for the Marshal of the Lower Silesian Voivodeship Michał Nowakowski.
Owner of a profile containing brutal posts to open the city festival once again
This is not the only controversial matter connected with the decisions of Piotr Roman and BOK–MCC director Kornel Filipowicz concerning the Bolesławiec festival they organize.
One of the important people involved in this year’s opening of the Bolesławiec Ceramic Festival is once again expected to be Bogusław Nowak. He is someone who has been supported and promoted by the city authorities for years during the city’s biggest event. We wrote about this in 2025 in the article “Are we facing a brown Ceramic Festival? And what is the ‘free clay zone’?”.
In response to our reports that Nowak promotes the Ceramic Festival on his social media profile and posts a great deal of false information, including antisemitic and homophobic videos, anti-Ukrainian statements by unidentified people, and pseudo-lectures by people supporting an anti-EU narrative, Kornel Filipowicz replied: “(…) We do not comment on (…) the beliefs or views of private individuals. We are creating a free clay zone (…)”.
