At first, it looked like an ordinary contract. St. Łukasz Hospital in Bolesławiec signed an agreement with the private company MEDASK sp. z o.o. The company provides specialist doctors who see patients as part of outpatient specialist care. The agreement is in force from October 2023 to October 2026.
The calculation is simple – the number of visits multiplied by the rate. This is how director Kamil Barczyk describes it:
The basis for the calculation is the offer submitted in the competition for the provision of healthcare services in the field of outpatient specialist services. It is the quotient* of the rate per service and the number of patients seen by a given specialist.

This is a model known in many hospitals. But only until someone starts asking questions.
Many visits, lots of blood drawn, big money
To understand what kind of money may be involved, one thing needs to be explained: what outpatient specialist care actually is. Put simply, it is treatment “without staying in hospital.” The patient comes to a clinic, sees a specialist and returns home. They are not admitted to a ward.
In practice, however – as patients report – the process often looks different than one might expect. Instead of one or two visits, the matter is sometimes divided into several stages. First, blood is drawn and there is a brief consultation – sometimes even in the form of a video call. Such a visit can last several minutes and usually ends with a referral for basic tests.
At the next meeting, the results are discussed and the next step is ordered – a more detailed test. Then another visit, another result, another decision. As a result, something that could be completed in two or three visits stretches to four, five or sometimes more. This matters because each such visit is billed separately. And although an individual meeting may be very short – even just a few minutes – its valuation can be relatively high.
This may explain why the number of visits increases in such systems. And with it, the potential costs for the entire healthcare system.
Money? “A secret”
When the istotne.pl editorial team asked for specific data – how much the hospital pays the company, how many services were provided and how much it earns from them – the response was a refusal. Director Kamil Barczyk invoked “business secrecy.” In practice, this means one thing: residents cannot find out how much public money goes to a private company operating in their hospital.
And this is where the second level of the story appears.
This is not an “outside company”
Documents from the National Court Register show that MEDASK is not just any company from the market. It is a company whose shareholders are, to a large extent, people professionally connected with St. Łukasz Hospital.
They include, among others: Jolanta Sawczak – head of the hospital’s organisational and legal department and president of a foundation associated with the hospital; Kamila Skiba – the hospital’s chief accountant; Marcin Kuliś – the hospital’s legal counsel; Jarosław Luboński – head of anaesthesiology and intensive care; Justyna Straszak – a doctor; Aleksandra Kopczyńska – a doctor; Marek Stefanik – head of the hospital clinics; Alicja Tuduj – responsible for recruiting doctors.
Previously, the company also included doctor Artur Nahorecki, who served as president of the management board, and Karolina Barczyk, the hospital director’s wife, who held shares and was a member of the management board.
It should also be added that recently MEDASK bought a local television station in Bolesławiec.
The same hospital, the same people
Reviewing the KRS documents changes the picture of the entire situation, because we are no longer dealing with a simple relationship: hospital – outside company. We have a situation in which the hospital commissions services from a private company, while that company is co-created by people who work at or cooperate with the hospital.
The company’s current management board includes: Jolanta Sawczak, Jarosław Luboński and Aleksandra Kopczyńska. In other words, people directly connected with the operation of the facility.
Jolanta Sawczak’s name leads to another element of the story. She is associated with the “Wspierajmy Zdrowie” Foundation, which organised a gala for the hospital on school premises. Alcohol was served during the event, although this was prohibited. The prosecutor’s office confirmed that the law had been broken but discontinued the case. Jolanta Sawczak did not answer questions about the gala’s financing.
Politics in the background too
The picture is completed by one more thread. The hospital director is Kamil Barczyk – an activist of the Polish People’s Party and a councillor of the Lower Silesian Regional Assembly (he chairs the Committee for Social Policy, Health and Family). It was he who signed the decision refusing to disclose the financial data.
In practice, this means that a public hospital headed by a person holding political office refuses to disclose information about the spending of public money in a situation where the company is personally connected with his circle.
How much money goes to this company? How many services does it provide? Who makes money from it? These are basic data concerning the operation of public healthcare. For now, they remain secret.
Publicly available information shows that MEDASK recorded net profit of more than PLN 788,000 in 2024, and already PLN 1.225 million in 2025.
What next?
The istotne.pl editorial team filed a request for reconsideration. If the hospital upholds its decision, the case will go to the administrative court. Then it will no longer be the director but the court that decides whether residents have the right to know how public money is spent.
