We have obtained the schedule of activities related to the merger of the facilities and answers for patients
Answers to the most frequently asked questions
The website authored by Zespół Opieki Zdrowotnej w Bolesławcu contains an extensive “Questions and answers” section. Here is the key information:
Will patients lose anything?
According to the project authors – no.
They assured that patients “will not lose anything they have today”, and will additionally gain access to new specialties, including:
- neurosurgery,
- pediatric surgery,
- vascular surgery.
Treatment is still to be provided locally, in the existing buildings and with the same staff. Access to tests and specialists is expected to improve.
Will patients have to travel between the cities?
The answer on the website is unequivocal:
No, patients will not be forced to do so. Treatment is to take place at the location to which the patient reported.
A transfer to the other location may take place only after consultation with a doctor and only with the patient’s consent.
Will there be one joint registration desk?
The website announces that, ultimately, there will be a joint registration desk for both locations.
Is it true that the headquarters will be in Wrocław?
According to the project authors – yes. A formal and registered headquarters in Wrocław is planned. However, it was emphasized that this is an administrative arrangement that does not change where patients receive treatment.
Day-to-day management is to remain connected with the hospitals in both counties. The management is still expected to work on site – in Zgorzelec and Bolesławiec.
Will the headquarters in Wrocław generate additional costs?
The answer on the website is unequivocal: No. This does not involve the construction of new facilities. The headquarters is to be located in the planned clinical research clinic, which is expected to open in the second half of 2026.
What are the hospital owners planning, and in what order?
The project website presents a precise, six-step path to merging the hospitals in Bolesławiec and Zgorzelec. The process is to proceed in stages.
STEP 1. Preparing the draft agreement
Powiat Zgorzelecki and Powiat Bolesławiecki – as the bodies that established both hospitals – will jointly prepare a draft agreement. The document is to define:
- the terms of the merger,
- the supervisory structure for the new entity,
- the rules for employees’ transfer,
- the rules for taking over the assets.
STEP 2. Consultations with trade unions and social councils
The draft agreement is to be submitted to the trade unions and social councils of both hospitals for their opinions.
STEP 3. Resolutions of the County Councils and signing the agreement
The County Councils in Zgorzelec and Bolesławiec will adopt resolutions on the merger of the hospitals. The county boards will then sign an official agreement on establishing a new healthcare entity.
STEP 4. Competition for the head of the new hospital
A competition committee will be appointed to select the head of the new entity.
STEP 5. Registration of the new entity
The selected head will submit an application to enter the new independent public healthcare institution in the register of healthcare activities and in the National Court Register.
The application may be submitted no earlier than three months after the agreement is signed.
STEP 6. Merger day
The formal merger will take place when the new entity is entered in the National Court Register.
The new hospital will take over:
- all property,
- receivables,
- liabilities,
- all legal relationships of both entities.
The existing hospitals will be removed from the registers.
The description on the website indicates that the plan involves formally establishing an entirely new healthcare entity, which will take over both hospitals after the full administrative and registration procedure has been completed.
The process is to be divided into stages: from preparing the agreement, through consultations and resolutions of the county councils, to the competition for the head and entry in the National Court Register.
The project authors emphasize that:
- treatment is still to take place locally,
- patients will not be forced to travel,
- new specialties and better access to tests are expected to be introduced.
This is the plan presented on the project’s official website.
