Who may apply for a scholarship under the project?
The scholarship may be awarded to:
- A primary or secondary school student (excluding post-secondary schools);
- With a disability,
meaning a person holding a valid:- disability certificate or
- disability-degree certificate or
- certificate confirming the need for special education, issued due to the relevant type of disability;
- certificate confirming the need for rehabilitation and educational activities, issued due to profound intellectual disability;
- Living in one of the counties where the project is implemented.
The project is implemented by: Bolesławiec County, Dzierżoniów County, Głogów County, Góra County, Jawor County, Kamienna Góra County, Karkonosze County, Kłodzko County, Legnica County, Lubań County, Lubin County, Lwówek County, Milicz County, Oleśnica County, Oława County, Polkowice County, Środa County, Strzelin County, Świdnica County, Trzebnica County, Wałbrzych County, Wołów County, Wrocław County, Ząbkowice County, Zgorzelec County, Złotoryja County, as well as the City of Jelenia Góra, the City of Legnica and the Municipality of Wrocław.
Priority (additional points in the application assessment process) is given to people in a difficult financial situation (i.e. people receiving a family allowance), children and young people in foster care, people with multiple disabilities, and children and young people from large families.
The detailed rules for recruitment, awarding and assessment of applications are set out in the Regulations for awarding scholarships to students with disabilities, adopted by resolution of the Sejmik of the Lower Silesian Voivodeship of September 26, 2024, concerning the adoption of the Regulations for awarding scholarships under the “Lower Silesian Assistance Program for Students with Disabilities ‘Able Student’” project within the European Funds for Lower Silesia 2021–2027 program, Priority 8: European Funds for Education in Lower Silesia, Measure 8.1: Access to Education.
Where should the application be submitted?
The application may be submitted at the offices of:

or sent by post or courier to the same address.
What documents must be submitted?
- Application for the award of a scholarship.
The clearly completed scholarship application must be accompanied by:
- a copy of a valid disability certificate, valid disability-degree certificate, valid certificate confirming the need for special education, or valid certificate confirming the need for rehabilitation and educational activities;
- a copy of a document confirming the person’s authorization to represent the student (original available for inspection) when documents are submitted on behalf of a student with disabilities by, among others, a legal guardian, curator or foster carer;
How will the additional criteria be verified?
Points for meeting the additional criteria will be awarded based on the information and declarations included in the application.
After the formal verification, only candidates recommended to receive a scholarship will be asked to submit, by the specified deadline, documents confirming that they meet the criteria.
To confirm that the additional criteria are met, the following must be submitted or presented:

People who fail to submit or present the required documents confirming that they meet the formal or additional criteria by the specified deadline will be removed from the scholarship recipients’ ranking list.
Who may submit the application?
The application may be submitted by:
- An adult student independently
- On behalf of a minor or incapacitated student, documents are submitted by a person representing the student, specifically including: the child’s mother or father if the child is a minor, lives with and is supported by the mother or father; the child’s de facto carer if the child lives with and is supported by that carer; the child’s legal guardian; the director of a social welfare home; a foster carer; a person running a family children’s home; the director of a care and education facility; the director of a regional care and therapy facility; or the director of an interventional pre-adoption center referred to in the Act of June 9, 2011 on family support and the foster care system (Journal of Laws of 2024, item 177); a curator; or a person holding a general written notarized power of attorney or written notarized power of attorney to represent the Candidate in matters concerning the “Lower Silesian Assistance Program for Students with Disabilities ‘Able Student’”.
