On the Osiecznica municipality’s Facebook page, an appeal by Osiecznica Municipality Head Waldemar Nalazek “concerning the provision of appropriate conditions for domestic animals” was published. The document reads:

The Head of Osiecznica Municipality reminds residents that anyone who keeps a domestic animal is obliged to provide it with shelter protecting it from cold, heat and atmospheric precipitation, with access to daylight and allowing it to change its body position freely, as well as suitable food and constant access to water.

It is prohibited to keep domestic animals permanently tethered for more than 12 hours a day, or in a manner that causes bodily injury or suffering or fails to provide the opportunity for necessary movement, as well as to expose a domestic or farm animal to weather conditions that endanger its health or life.

The tether cannot be shorter than 3 m.

The local government head emphasized:

Keeping a dog in inappropriate conditions constitutes animal abuse under Article 6(2), points 10, 17 and 19 of the Animal Protection Act.

And warned:

Pursuant to Article 7 of the Act of 21 August 1997 on the protection of animals, an animal treated in an improper manner may be temporarily taken from its owner or keeper on the basis of a decision by the head of the municipality (mayor or city president) competent for the place where the animal is staying.

And added:

In view of the above, all dog owners are called upon to provide their animals with proper living conditions; otherwise, the animal will be temporarily taken away by administrative decision.
