The person who reported it has once again written to us about the illegal dump:
This is how much has changed in Żeliszów.
We asked the municipal authorities for comment on this matter back in March this year. Jarosław Babiasz, head of the Department of Agriculture, Real Estate and Municipal Services at the Bolesławiec Commune Office, replied as follows:
Unfortunately, I am still unable to determine whose plot the waste is located on. The boundary in this area includes the commune, private owners and state forests.
As a commune, we systematically clean up these kinds of “flowers”—a symbol of the perpetrator’s stupidity—provided they are located on municipal land. In other situations, in accordance with the law, we are forced to call on the landowner to clean it up, and the owner then seeks compensation from the perpetrator.
J. Babiasz added at the time:
This problem can only be described by paraphrasing the words of Captain Wagner from the film C.K. Dezerterzy: “There are no words in the vocabulary of cultured people that could describe such conduct with sufficient insult.” Of course, here I should quote once again the words of Margaret Thatcher from the article about vandals, but I will shorten it to the conclusion—we all pay for such cleverness. Last year alone, we spent PLN 11,000 from the commune budget for this purpose, while this year we have already spent PLN 2,000.
Of course, I am aware that once again my comment will cause a stir among people who relativize such behavior; nevertheless, I continue to appeal for the same things: taking care of our money, vigilance regarding strange occurrences (for example, a delivery van with or without a trailer in an open field or under a forest on an unpaved road, far from buildings—farmers do not usually drive into fields in low-clearance vehicles) and, above all, taking care of our small homeland.
