The incident occurred on April 10 in Kowary. At around 2:00 p.m., the duty officer at the Kowary Police Station was notified that a man had fallen from a retaining wall on Wiejska Street, from a height of 3–4 meters, into the river.

At the scene, it turned out that after falling into the water, the man had struck his head on the rocky riverbed and lost consciousness.

Senior Sergeant Przemysław Rogalski and a woman who had witnessed the incident immediately rushed to the drowning man's aid. They lifted the man's head so that it remained above the surface of the water and began resuscitation, which they continued until the ambulance arrived.

Thanks to the resuscitation, the man began breathing again. He is currently in hospital under medical care.

Senior Sergeant Rogalski was recognized for his conduct by the Provincial Police Chief in Wrocław with a cash award and a letter of commendation. On May 9, the award was presented to the heroic officer by the Municipal Police Chief in Jelenia Góra, Inspector Zbigniew Markowski.
