This concerns the development of security threat maps in Poland. Creating the maps will enable the reliable and clear identification of the scale and type of threats both across the country and in individual regions. They will be an important element of the public security management process, carried out through interinstitutional and social partnership.
A sense of security is one of every person’s basic needs and has a decisive impact on the functioning of every community. Therefore, it is extremely important to create tools that will enable the reliable and clear presentation of the scale and type of identified threats. It should be noted that, alongside the police, a number of other services and inspectorates also oversee the broadly understood safety of citizens.
That is why, on 29 January 2016, a debate devoted to creating a security map for the Lower Silesian Voivodeship was held at the Provincial Police Headquarters in Wrocław.
Representatives of the provincial government, as well as numerous services, institutions and entities dealing with security and public order in the voivodeship, were invited to participate in the meeting.
Security threat maps should be treated as an important element of the public security management process, implemented through interinstitutional partnership and serving to activate local communities. This initiative is a priority for both the Chief of Police and the Ministry of the Interior and Administration. Cooperation among all entities involved in carrying out tasks for the security of citizens is the condition for improving the effectiveness of efforts to eliminate threats.
The meeting held on 29 January 2016 at the Provincial Police Headquarters in Wrocław was the first stage, involving consultations among institutions jointly responsible for security in Lower Silesia. The next stage concerns meetings with local governments and local communities, which are already taking place in individual counties. Public opinion will have a major influence on the final shape of the planned IT tool, intended to present information about the state of security and facilitate contact with residents.
The role of the media in shaping a sense of security deserves attention. Every threat map must reflect threats already identified and recorded over a specific period by the services and inspectorates involved in eliminating threats, as well as by citizens—the local community. The map should also include forecasts of threats that may occur, including in connection with the organization of various events.
