On September 22, at approximately 2:40 p.m., the duty officer at the Municipal Police Headquarters in Legnica was informed by telephone about a small boy who was without adult supervision.

The police officers who were immediately sent to the scene determined that women who were relaxing with their children by a fountain in central Legnica had noticed a small boy who had been playing by the fountain for a long time without adult supervision and then began bathing in it.

The officers found that the boy was completely soaked and was practically shaking with cold. The child told the police officers his name and that he was 4 years old. He claimed that his father had told him to go outside with the dog. The officers established the boy’s place of residence.

At the apartment, they found his mother, who explained that she had left her son in his father’s care because they no longer lived together but shared childcare responsibilities. The woman also called the four-year-old’s father. When he arrived at the scene of the intervention, he appeared amused by the whole situation.

The same day, at approximately 5:30 p.m., the duty officer at the Municipal Police Headquarters in Legnica received a report about an intoxicated mother who was caring for three young children.

The officers who arrived at the indicated address found a 22-year-old woman, two girls aged 4 and 2, and a boy over one year old. The children’s mother had almost two per mille of alcohol in her system. She claimed that nothing bad was happening because the children were playing and were not in any danger.

The police officers established that a similar situation had occurred in June 2013. After consuming alcohol, the same woman had fallen asleep in her apartment, leaving her three children unsupervised, with a pot of boiling water on a lit burner. At that time, she was charged with exposing the children to the risk of losing their lives, and the police officers sent materials concerning the incident to the prosecutor’s office. The family court was also notified of the situation.
