Residents of Starzyńskiego Street claim that the fire may have been caused by a cigarette butt thrown from a higher floor of the building. A gust of wind may have blown the cigarette butt onto the balcony. Residents of nearby blocks of flats also complain about what they consider the unfortunate location of the car park and say that parked cars block access to the buildings for fire service vehicles and ambulances.
