On 29 May 2013, the 38th session of the Bolesławiec City Council was held. The main item on the agenda was the report on the implementation of the city’s 2012 budget. The Council reviewed the positive opinion of the Regional Chamber of Audit and the opinion of the Audit Committee of the City Council concerning the report on the implementation of the city’s 2012 budget submitted by the Mayor of Bolesławiec.
The councillors adopted resolutions approving the financial statements together with the report on the implementation of the 2012 budget and granting the Mayor of Bolesławiec a vote of approval for the implementation of the budget. Seventeen councillors voted in favour of granting the vote of approval, while four councillors from the Civic Platform (PO) group abstained.
In Bolesławiec, budget revenues in 2012 amounted to PLN 119,561,928. This represented 96% of the planned amount of PLN 125,077,530. The expenditure plan for 2012 amounted to PLN 134,145,988. The plan was implemented at PLN 126,036,503, including PLN 119,930,950 for the municipality’s own tasks and PLN 9,105,553 for delegated tasks. Of the total expenditure incurred during the accounting period, PLN 98,900,682 was current expenditure, representing 95.3% of the plan (PLN 103,831,179), including grants of PLN 8,530,636, or 92.8% of the plan (PLN 9,197,028), and capital expenditure of PLN 27,135,821, or 89.5% of the plan (PLN 30,314,809).
The main investments planned for 2012 included:
- restoring the former function of the bathing facility in the historic swimming pool on Zgorzelecka Street
- adapting the former ORZEŁ cinema for the needs of the Cultural Integration Centre
- renovating the façade of the City Hall in the market square in Bolesławiec as part of the “New Old Town” programme
- developing cross-border cycling tourism in the Polish-German border area by building cycle paths in Bolesławiec
- rebuilding Zabobrze Street in Bolesławiec as an alternative route along national road no. 4
- building a publicly accessible car park behind BOK-MCC on Łukasiewicza Street in Bolesławiec
- building publicly accessible integrated recreation areas for children and young people in Bolesławiec – a sports field at Primary School No. 4
- rebuilding and thermally upgrading MZS No. 1
- adding a platform lift to the building of the 2nd Community Self-Help House in Bolesławiec
- rebuilding the drainage system of MZS No. 3 in Bolesławiec on Słowackiego Street
- building the Zabobrze–Kamienna–Bazaltowa roads
- renovating Kraszewskiego Street
- modernising street lighting in the Kwiatowe Housing Estate
- renovating the road surface and pavements on Starzyńskiego Street
- building a Traffic Town
- modernising and expanding the municipal monitoring system
- rebuilding the retention reservoir on the former military grounds near Jeleniogórska Street (design documentation was prepared).
The Mayor of Bolesławiec Piotr Roman draws attention to a number of EU-funded and cross-border projects carried out by schools, kindergartens and municipal units. The total value of these projects exceeds PLN 2 million. They include:

It is also worth recalling that in 2012, as part of the “I Am a Successful Woman!” project, a recruitment process was conducted in which a total of 203 women from Bolesławiec County took part. After recruitment, 30 project participants received a series of training and advisory sessions covering running a business, preparing a business plan, motivation and developing self-worth, and the basics of self-fulfilment. A total of PLN 1,221,518.47 was spent on implementing the project.
As part of the project, 30 participants received support to start a business.
