There is a viaduct, but no asphalt access road

In autumn 2018, together with the opening of the Bolesławiec bypass connecting Solidarności Roundabout with the roundabout at Jeleniogórska Street, the viaduct between Bolesławiec and Łaziska was also opened. In the future, the structure could become part of an additional road connection between the town and the areas of rural Gmina Bolesławiec.

For now, however, the viaduct does not serve this function. Instead of regular car traffic, young people are seen there above all. Bottles and other litter remain at the site, and the structure is sometimes used as a place for gatherings and graffiti painting.

The main problem is access. The viaduct itself has an asphalt surface, but on the Bolesławiec side, the road leading toward it is unpaved and in poor condition. It runs near the forest by Piastów Street, where residential development is expanding. An unpaved access road also exists on the Łaziska side, although it is in better condition.

City: an agreement between several entities is needed

We asked the Bolesławiec City Office and Gmina Bolesławiec about the possibility of developing the access roads to the viaduct and potential cooperation between the local governments.

Agnieszka Gergont, spokesperson for the Bolesławiec City Office, explained that the city cannot carry out such an investment independently:

The viaduct is outside the administrative boundaries of the city of Bolesławiec, and the entire bypass (DW 297) is managed by the Lower Silesian Roads and Railways Service in Wrocław (DSDiK).

The access roads to the viaduct run through land belonging to Gmina Bolesławiec (the rural municipality) and the State Forests. The City of Bolesławiec does not own this land and, under the law, cannot carry out road investments outside its administrative area.

The City of Bolesławiec is open to dialogue and cooperation with neighboring local governments and road managers regarding the development of a cohesive transport network and pedestrian and cycling routes in the region. However, any surfacing of the access roads to the viaduct requires arrangements and investment decisions between the relevant regional road manager (DSDiK), Gmina Bolesławiec and the Forest District.

Gmina Bolesławiec is considering building an asphalt road

The response from Gmina Bolesławiec provides information about the first steps toward preparing the investment. The local government has already conducted an initial inquiry into preparing design documentation for an asphalt road in Łaziska.

In response to an inquiry concerning the viaduct over the Bolesławiec bypass, I inform you that Gmina Bolesławiec has already conducted an initial inquiry into preparing design documentation for the construction of an asphalt road on plots nos. 831/2 and 831/3, Łaziska precinct. Nevertheless, design work has not yet begun, and the date on which it will begin depends on the task being included in the 2027 budget.

This means that the road design process has not yet started, and further action will depend on budget decisions. The municipality's response also does not indicate when the potential investment could be completed.

Will the viaduct finally be put to use?

Building an asphalt access road could be the first step toward better use of the existing infrastructure. An additional road connection could be important both for residents of Łaziska and for people living in the developing part of Bolesławiec near Piastów Street.

The entire route of the access roads remains to be resolved, including areas belonging to different entities. As the Bolesławiec City Office points out, any surfacing of the roads requires cooperation between Gmina Bolesławiec, the regional road manager and the Forest District.

The viaduct has already stood for eight years. Will it receive, in the coming years, a road that allows it to be used as intended? The municipality's initial inquiry provides a basis for further action, but for now it is not known when that will happen.
