A reader asked the editorial office Czytelnik to raise the issue. It concerns the intensive transport of aggregate from the mine in Raciborowice Górne. Trucks pass through Raciborowice Dolne and Raciborowice Górne every day, and residents complain about noise, vibrations, dust, and the soiling of roads, house façades and gardens.

Representatives of both villages submitted a petition to the Warta Bolesławiecka Municipal Council on 28 April 2026, calling for the construction of a road for heavy transport that would bypass both villages. As the person who contacted us reported, as many as 651 residents signed the letter supporting the investment.

Heavy traffic

The intensity of transport is one of the petition authors’ main arguments. The document states that around 50 aggregate shipments pass through Raciborowice on working days, which, counting journeys in both directions, amounts to around 100 trips.

In a later supplement to the petition, however, residents cited a statement by a mine representative at the Municipal Council session held on 28 April. It referred to 60–80 trips a day, which amounts to an average of 120 to 160 journeys per day. – This already means, in principle, continuous heavy-transport traffic, an extremely negative impact on road safety, as well as additional difficulties that became the grounds for submitting the petition – the residents wrote in the supplement to the petition.

Road planned in the 1990s still only on paper

The authors of the letters argue that the idea of building a road bypassing Raciborowice is not new. They refer to the municipal head’s decision of 27 October 1998 concerning the building and land-development conditions for an access road connecting the then cement plant with national road no. 363 in Iwiny, as well as the rerouting of the Raciborowice–Jurków road section.

The petition supplement states that residents expect the historically prepared route alignment to be used—of course, taking into account the realities and changes that have occurred in the area over nearly three decades. This includes, among other things, new residential development in Iwiny, which may conflict with the original plans. Residents are demanding that the investment be included in the municipality’s Multiannual Investment Programme (WPI) and Multiannual Financial Forecast (WPF).

Iwiny protests: “No” to trucks under residents’ windows

The problem is that the route intended to relieve Raciborowice would have to run through Iwiny. Strong opposition has emerged there.

On 18 May 2026, residents of Iwiny submitted an official position opposing the construction of a road leading from the Iwiny–Raciborowice county road (through plots nos. 170, 342, 349 and 312/2) towards the bicycle path. The arguments included, among other things, the municipal road’s excessively narrow right of way, tight bends, steep inclines, concerns about the load-bearing capacity of the bridge over the Bobrzyca, as well as increased noise, a decrease in property values and a threat to pedestrians.

The residents of Iwiny proposed an alternative: renovating the bridge and increasing its load capacity to 40 tonnes on the road from Raciborowice to Jurków, which, in their opinion, would relieve a significant part of Raciborowice without the need to build the controversial link road. They also called for procedures at the current location to be suspended.

Public consultations—in Iwiny only?

Public consultations became another flashpoint. On 29 September 2026, the Warta Bolesławiecka Municipal Council adopted a resolution on holding them. The resolution provides that the consultations will concern the construction of a road for heavy transport. However, as Czytelnik reports, only residents of the Iwiny village administrative district are to participate actively.

This move has caused outrage in Raciborowice. Residents believe that since their village suffers most from the trucks, and 651 people signed the petition, they too should have the right to voice their opinion. Our interlocutor fears that deliberately limiting the consultations to Iwiny is intended to provoke protests and give the municipal head an argument to reject the investment entirely. However, he stresses that the residents of Raciborowice do not want to impose the route by force—they are merely demanding dialogue and a search for solutions that would move heavy traffic outside both villages.

Municipality extends decision deadline

It is worth adding that on 20 August 2026, the Municipal Council adopted Resolution No. XXIII/212/26, extending the deadline for considering the residents’ petition to 20 November 2026. The reason given was the complex nature of the matter and the fact that the Complaints, Requests and Petitions Committee needed more time to formulate its position.

What do the municipal authorities say? Will there be a road?

The editorial office of istotne.pl asked the Warta Bolesławiecka Municipal Office questions concerning, among other things, the future of the investment, the reasons for holding consultations exclusively in Iwiny, the route options being analysed and sources of financing.

We had not received answers to the questions sent on 12 October by the time this article was published. We will certainly return to the subject.
