The incident occurred on the night of Saturday to Sunday, 29/30 August. According to a resident, after 1:00 a.m., pyrotechnic materials were set off in the area near Spacerowa Street. The party was also accompanied by loud music.

The noise had a very wide range. The reader said that the explosions were heard, among others, by her mother, who lives on Dolne Młyny Street. The editorial team can confirm that the noise also reached Jana Pawła II Street, on the opposite side of Bolesławiec.

“After the first explosion, my husband jumped out of bed. The neighbors were looking at the trees to see whether anything had caught fire,” the woman recounts. She adds that a park, trees and walking areas are located near the party venue.

Police intervened following reports

According to the resident, after 1:00 a.m., residents began notifying the police. Officers were reportedly sent to the scene. However, the reader claims that the problems in this area are not limited to a single night.

She says that loud parties take place there regularly, especially at weekends. The noise is said to disturb residents of Spacerowa, Pogodna, Rubinowa and Gdańska streets, as well as residents of Rakowice and other parts of the city. The woman also points out that loud music was turned on again in the morning while the venue was being cleaned.

Resident asks about event safety arrangements

The reader has doubts about the organization and safety arrangements for the event. Among other things, she asks whether the use of pyrotechnic materials complied with regulations and whether the organizer provided appropriate safety measures.

As she informed the editorial team, after the incident she contacted the fire service. According to the information she received, the food-and-beverage venue operating on the MOSiR grounds does not have a permit to organize pyrotechnic displays.

The mere absence of the fire service, police or emergency medical team at the scene does not in itself establish that the event was organized unlawfully. The scope of the required safety arrangements depends, among other things, on the nature of the event, the number of participants and the way pyrotechnic materials are used.

Residents are preparing a petition

The resident has begun collecting signatures for a petition addressed to the County Police Headquarters in Bolesławiec. At the time of speaking with the editorial team, she had collected around 50 signatures, but announced that she would gather at least 100.

The petition’s authors want the police to analyze previous interventions in the area of Spacerowa Street and assign more patrols to the location, especially at weekends. They also demand that authorities check whether regulations concerning noise, safety and the use of pyrotechnic materials are being observed during the events.

The letter also draws attention to the loud and, according to their observations, dangerous driving of some car and motorcycle drivers near the recreational areas.

The residents emphasize that they do not oppose the organization of events or food-service operations. However, they expect rules that will make it possible to reconcile such events with nearby families’ right to rest.
