The Legnica District Prosecutor’s Office has concluded an investigation into the trafficking of significant quantities of narcotic drugs and pimping, that is, deriving benefits from another person’s prostitution.

The defendants are 19 people:

  • 6 from Lubin,
  • 6 from Legnica and the surrounding area,
  • 3 from Wrocław,
  • 2 from Piła,
  • 1 from Głogów,
  • 1 from Gdańsk.

As explained by Liliana Łukasiewicz, spokesperson for the Legnica District Prosecutor’s Office:

Five defendants operated within an organized criminal group: three men and two women. The remaining defendants participated, in various configurations, in trafficking large quantities of narcotic drugs. 

She added:

The indictment is the result of intensive operational and investigative work carried out, among others, by the Legnica police, the district prosecutor’s offices in Lubin and Złotoryja, and subsequently a prosecutor from the Legnica District Prosecutor’s Office. 

The proceedings began after the arrest, on November 24, 2024, of Arkadiusz R. 
Investigators: – A plastic bag containing PLN 73,500 in cash was found in the vehicle of the aforementioned man, while drugs were found in his apartment: 390 g of methamphetamine, 26 g of cocaine, 173 MDMA (ecstasy) tablets and 4.62 g of cannabis herb other than industrial hemp (marijuana). Polish and foreign currency was also seized, including more than EUR 16,760.

The investigation established that, from August 2022 to November 24, 2022, Arkadiusz R.:
•    not only participated in trafficking significant quantities of narcotic drugs—approximately 14 kg of marijuana and more than 320 MDMA (ecstasy) tablets in total,
•    but also made preparations to participate in trafficking a significant quantity of psychotropic substances, namely 1 kilogram of methamphetamine priced at PLN 65 per gram, 
•    but also engaged in pimping, as from July 2022 to November 24, 2022, in Wrocław, Głogów, Zielona Góra and other cities in the Lower Silesian, Lubusz, Opole and Silesian voivodeships, acting jointly and in agreement with the other persons named below, as part of an organized criminal group, he facilitated prostitution by other people—at least six women—by finding apartments for rent, arranging necessary repairs and providing security at so-called house parties, deriving financial benefits by receiving a share of half the earnings made by the women engaged in prostitution; the five co-defendants obtained financial benefits of at least PLN 75,000 from this,
•    and participated in an organized criminal group consisting of Róża T., Łukasz K., Paweł K. and Klaudia K.—whose purpose was to facilitate prostitution by other people and derive financial benefits from it (an offense under Article 258 § 1 of the Polish Penal Code, punishable by imprisonment from 6 months to 8 years).

For the alleged offenses involving participation in trafficking significant quantities of narcotic drugs, from which he made a permanent source of income, Arkadiusz R. faces a prison sentence of 3 to 15 years.

The following people were also charged with participation in the criminal group and pimping:

  • 35-year-old Łukasz K. from Lubin—who led the group together with Róża T.—was charged with facilitating prostitution, mainly by arranging and covering the costs of renting apartments,
  • 42-year-old Paweł K. from Wrocław—charged with recruiting women, taking photographs of them to advertise sexual services online, posting erotic ads on internet portals and forging employment contracts to present to the owners of apartments rented for providing sexual services,
  • 32-year-old Wrocław resident Róża T.—who led the group with Łukasz K.—was charged with recruiting women, posting erotic ads on internet portals, setting prices, handling financial settlements, and acting as a so-called telephone operator by answering calls and arranging appointments for clients using the services offered in advertisements posted online
  • 29-year-old Klaudia K., also from Wrocław, who mainly acted as a so-called telephone operator. 

What did investigators establish?

Łukasz K. and Róża T. (2 and 4) played the leading roles in the criminal operation. They issued instructions to the other group members, who carried them out, organized the scope and division of their work, managed the premises where the women provided sexual services, set the rules for providing those services and settled the funds earned by the women. The remaining group members carried out their instructions.

All of them were accused of making the criminal operation a permanent source of income, which means they face prison sentences ranging from 4 months to 7 years and 6 months. 

Łukasz K. and Róża T. face prison sentences of 2 to 15 years for leading the criminal group.

Participation in an organized criminal group, a separate offense, is punishable by 6 months to 8 years in prison. 

In addition to participation in the criminal group and pimping, Łukasz K. was also charged with participating in the trafficking of a significant quantity of marijuana—100 g—by selling it to Arkadiusz R. for further distribution. 

He faces a prison sentence of 2 to 12 years for this. 

In addition to participation in the criminal group and procuring prostitution within it, Paweł K. was also charged with procuring prostitution in the following year, from October 2022 to October 2023, in Wrocław and Łódź, by organizing erotic massage parlors offering other sexual activities, posting erotic ads on internet portals, corresponding with clients and arranging meetings. 

For all the offenses, he faces a prison sentence of up to 8 years.

Other defendants

The remaining defendants are:

  • 70-year-old Jerzy R. from Piła—a repeat offender convicted of fraud offenses—charged with participating, from April 2022 to March 15, 2023, in Łobżenica and Puszczykowo in the Greater Poland Voivodeship, in trafficking significant quantities of narcotic drugs totaling at least 2.6 kg of marijuana, 190 g of 3-CMC (klefedrone), 2.51 g of hashish, 125 MDMA (ecstasy) tablets, more than 11 g of methamphetamine, 1 kg of amphetamine and at least 4.3 liters of liquid amphetamine;
  • 42-year-old Łukasz P. from Piła, a repeat offender, charged with participating during the aforementioned period in trafficking significant quantities of narcotic drugs and psychotropic substances totaling at least 0.5 kg of marijuana, 1 kg of amphetamine, 125 MDMA (ecstasy) tablets and 20 g of 3-CMC (klefedrone), by passing on or selling to unidentified people the narcotic drugs and psychotropic substances he received from Jerzy R., and then handing the resulting proceeds to Jerzy R.;
  • 29-year-old Jakub S. from Legnica, with a criminal record, charged with participating, from July 2, 2022 to September 1, 2022, in Legnica, Lubin and Głogów, in trafficking significant quantities of narcotic drugs by jointly purchasing a total of 4 kg of marijuana from Arkadiusz R. with Damian K., then selling it to Marcin C. for further resale, selling at least 220 g of marijuana to Piotr Ż. for further resale, and handing at least 598 ecstasy tablets to Marcin W. for further distribution;
  • 49-year-old Damian K. from Legnica, with a criminal record, charged with: 
    - from August 31, 2022 to October 4, 2022, in Legnica, preparing to participate in trafficking a significant quantity of psychotropic substances in the form of 4 liters of liquid amphetamine by reaching an agreement with Jerzy R. and acting as an intermediary in Jerzy R.’s sale of the aforementioned substance to an unidentified person, 
    - from July 22, 2022 to August 1, 2022, in Legnica, Lubin and Głogów, jointly with Jakub S., participating in trafficking significant quantities of narcotic drugs in the form of marijuana by selling the drugs acquired from Arkadiusz R. to Marcin C. for further resale,
    - from December 15 to December 17, 2022, in Głogów, selling Marcin C. at least 200 ecstasy tablets containing MDMA at PLN 5 per tablet for further distribution;
  • 49-year-old Marcin C. from Głogów, with a criminal record, charged, among other things, with participating, from July 22, 2022 to August 1, 2022, in Głogów, in trafficking significant quantities of narcotic drugs in the form of 4 kg of marijuana by purchasing the drugs from Jakub S. and Damian K. for further resale, and, from December 15 to 17, purchasing at least 200 MDMA-containing ecstasy tablets from Damian K. at PLN 5 per tablet for further resale;
  • 41-year-old Adrian B. from Lubin, with no criminal record, charged, among other things, with participating, from August 13, 2022 to November 21, 2022, in Lubin, in trafficking significant quantities of narcotic drugs totaling at least 9 kg of marijuana by purchasing the drugs from Arkadiusz R. at PLN 19–20 per gram for further distribution;
  • 43-year-old Marcin M. from Legnica, with a criminal record, charged with participating, from July 16, 2022 to August 16, 2022, in Legnica, jointly with Jakub S., in trafficking significant quantities of narcotic drugs totaling at least 3 g of cocaine and 138 g of methamphetamine for further distribution;
  • 30-year-old Daniel R. from Legnica, with no criminal record, charged with participating, from July 8, 2022 to August 26, 2022, in Legnica, in trafficking significant quantities of narcotic drugs totaling at least 350 g of marijuana and at least 50 g of methamphetamine by purchasing the drugs and substances from Jakub S. for further distribution;
  • 33-year-old Adam Ł. from Lubin, with no criminal record, charged with participating, from September 2022 to November 24, 2022, in Lubin, in trafficking significant quantities of narcotic drugs totaling at least 270 g of marijuana and at least 120 MDMA (ecstasy) tablets by purchasing the drugs and substances from Arkadiusz R. for further distribution;
  • 26-year-old Adam S. from Lubin, with a criminal record, charged with participating, from October 2022 to November 24, 2022, in Lubin, in trafficking narcotic drugs totaling at least 35 g of marijuana herb, 20 MDMA (ecstasy) tablets and 40 g of methamphetamine by purchasing the drugs and substances from Arkadiusz R. for further distribution;
  • 39-year-old Dariusz F. from Kunice, with a criminal record, charged with participating, on July 22, 2022, in Legnica, in trafficking 100 g of marijuana by purchasing the drugs from Jakub S. for further distribution;
  • 39-year-old Piotr Ż. from Legnica, with no criminal record, charged with participating, on July 8, 2022, in Legnica, in trafficking 220 g of marijuana by purchasing the drugs from Jakub S. for further distribution;
  • 35-year-old Jakub B. from Gdańsk, with a criminal record, charged with attempting, on November 22, 2022, in Gdańsk, to participate in trafficking cocaine weighing 2.03 g, equivalent to approximately 20 retail portions, by sending a parcel containing the aforementioned drug from a parcel locker in Gdańsk; however, he failed to achieve his intended goal because the parcel’s recipient, Arkadiusz R., was arrested by the police;
  • 24-year-old Michał S. from Lubin, with no criminal record, charged with preparing, on September 17, 2022, in Chocianów, to participate in trafficking a significant quantity of psychotropic substances in the form of 1 kilogram of methamphetamine by reaching an agreement with Arkadiusz R. to purchase the substance at PLN 65 per gram for further resale. 

Participation in trafficking significant quantities of narcotic drugs is punishable by 2 to 12 years in prison. Arkadiusz R., Jerzy R. and Łukasz P. face sentences of 3 to 15 years. Paweł K. and Klaudia K. face sentences of 6 months to 8 years. The case will be heard by the Legnica District Court.
