From January 1, 2026, the waste management fee rates in Gmina Bolesławiec will change
The Head of Gmina Bolesławiec announces that on September 24, 2025, the Municipal Council adopted the following resolutions:
- No. XV/74/2025 on the flat-rate waste management fee for a property on which a holiday cottage is located, or for another property used for recreational and leisure purposes;
- No. XV/75/25 on the detailed method and scope of providing municipal waste collection services from property owners and managing that waste in exchange for the waste management fee paid by the property owner;
- No. XV/76/25 on the method of determining the waste management fee, determining the fee rate for properties inhabited by residents, and partially exempting owners of properties with detached single-family residential buildings from the waste management fee when they compost biodegradable municipal waste in a home compost bin;
- No. XV/77/25 on the Regulations for maintaining cleanliness and order in Gmina Bolesławiec.
After the above resolutions take effect in the first quarter of 2026, property owners will be sent notices specifying the waste management fee, calculated on the basis of the data provided in previously submitted declarations and the new fee rates set out in the above resolutions.
Fee rates
Under the above resolutions, from January 1, 2026 the monthly waste management fees will be:
- for properties inhabited by residents:
- PLN 35.00 per month per resident living on the property – basic rate;
- PLN 70.00 per month per resident living on the property – increased fee if the obligation to collect waste selectively is not fulfilled;
- Partial exemption from the waste management fee for owners of properties with detached single-family residential buildings who compost biodegradable waste constituting municipal waste in a home compost bin, in the amount of 1.00 PLN per month for each resident living on the property;
- for a property on which a holiday cottage is located, or another property used for recreational and leisure purposes:
- 316.17 PLN flat rate per year – basic rate;
- 1266.84 PLN flat rate per year – increased fee if the obligation to collect waste selectively is not fulfilled
For properties not inhabited by residents, the rate remains unchanged under Resolution No. XXX/308/22 of the Municipal Council of Gmina Bolesławiec of April 20, 2022, and amounts to:
- 25.00 PLN (x the collection frequency coefficient per month) per 120 l container or bag – basic rate;
- 50.00 PLN (x the collection frequency coefficient per month) per 240 l container or bag – basic rate;
- 230.00 PLN (x the collection frequency coefficient per month) per 1,100 l container or bag – basic rate;
- 100.00 PLN (x the collection frequency coefficient per month) per 120 l container or bag – increased fee if the obligation to collect waste selectively is not fulfilled;
- 200.00 PLN (x the collection frequency coefficient per month) per 240 l container or bag – increased fee if the obligation to collect waste selectively is not fulfilled;
- 920.00 PLN (x the collection frequency coefficient per month) per 1,100 l container or bag – increased fee if the obligation to collect waste selectively is not fulfilled.
Waste management fees in Gmina Bolesławiec for residential and holiday/recreational properties had not been indexed for more than five years. The increase in costs, resulting mainly from higher minimum wages, energy and fuel costs, as well as overall inflation, which accumulated to more than 40 percent over the past five years, affects the waste management industry to the same extent as other sectors of Poland’s economy. Indexing the above rates therefore became justified, so that the amount of the subsidy paid by the municipality from budget funds other than waste management fees could be reduced at least partially. In 2024 alone, this difference amounted to PLN 1,634,396.16, while for the current year it is estimated at PLN 2,401,000.00.

We remind you that selectively collected waste should be placed in containers of the appropriate color in accordance with the Regulation of the Minister of Climate and Environment of May 10, 2021 on the method of selectively collecting selected waste fractions.
Who does not have to submit a declaration, and who should?
The changed fee rates do not require the submission of a new declaration. Only property owners who need to change the data in their declaration or wish to take advantage of a partial fee exemption by declaring that they have a compost bin are required to submit a new waste fee declaration. The above-mentioned PLN 1 exemption is available only to owners of properties with detached single-family residential buildings and precludes the collection of BIO waste by the waste collection company.
Owners of properties for which the rates have changed, including managers of Housing Cooperatives and Housing Communities, will receive notices with the new fee amount after the above resolutions take effect in the first quarter of 2026. There will then be no need to submit a new declaration. The fee amount specified in the notice remains in force until data affecting the fee amount changes and the property owner submits a new declaration. Property owners pay the waste management fee in the amount stated in the notice to the individual account number indicated in it.
Owners of uninhabited properties will not receive the above-mentioned notice because the fee rates for these properties are not changing. The account number to which the owners of these properties should pay the fees for this purpose is also unchanged.
All changes to data must be reported on the declaration form by the 10th day of the month following the month in which the data changed, at the Gmina Bolesławiec Office, room no. 7.
Gmina:
At the same time, we inform you that if there are justified doubts as to the correctness of the data contained in the declaration, the Office will request explanations in this regard and the submission of a new declaration specifying the waste management fee and reflecting the actual situation. Failure to fulfill this obligation will lead to an administrative decision determining the amount of arrears and interest.
Deadline for paying the waste management fee
Payment deadlines remain unchanged:
- for properties inhabited by residents, quarterly:
- for the first quarter, by March 15 of the given year;
- for the second quarter, by June 15 of the given year;
- for the third quarter, by September 15 of the given year;
- for the fourth quarter, by December 15 of the given year;
- for properties not inhabited by residents, quarterly where municipal waste is generated, by the 15th day of the month;
- for a property on which a holiday cottage is located, or another property used for recreational and leisure purposes, by October 15 of the calendar year to which the obligation to pay the fee applies. October of the calendar year to which the obligation to pay the fee applies.
