As reported by the Centre for Automatic Traffic Enforcement:

Excessive speed remains one of the main causes of road accidents. Monitoring sections of roads whose infrastructure allows high speeds is intended to reduce the occurrence of road incidents with tragic consequences. Increasing the number of recording devices will lead to more speed checks of vehicles traveling on Polish roads, which is ultimately intended to reduce the number of accidents caused by failing to adjust speed to traffic regulations.

A new stage

The project to expand the automatic traffic monitoring system is now entering another stage. CANARD has signed an agreement with Sprint S.A. to supply and install 43 average-speed measurement devices. UnicamVELOCITY 4 systems will be installed on expressways and motorways. They have type approval, and their functions enable effective enforcement.

The Centre: – The devices to be installed are a system of yellow cameras that automatically determine the entry and exit times for a monitored section of road. In addition to attributing an offence to the vehicle that exceeded the speed limit, the cameras will also record a range of other data, including the location, date and time of the measurement, the length of the measured section and the maximum permitted speed. The devices will also identify the lane on which the vehicle was traveling. The technical solutions used will enable high-quality photographs to be taken at night as well. The recorded images will be sent online to CANARD’s central system.

What will the procedure for enforcing offences look like?

The office:

The locations where the new average-speed measurement systems will be installed were selected in cooperation with the General Directorate for National Roads and Motorways, which manages traffic on national roads, and the Police. These are places where, due to a real safety hazard caused by excessive speed, it was necessary to install automatic enforcement devices. Each system location will be preceded by an informational road sign.

Due to its range and the nature of the checks carried out, average-speed enforcement makes it possible to influence the behavior of drivers, who must comply with the applicable speed limit along the entire monitored route. CANARD’s experience shows that in places monitored using average-speed enforcement, the number of road incidents drops significantly. Drivers’ behavior also changes – the vast majority ease off the accelerator.

When?

Sprint S.A. will have a maximum of 76 weeks to supply and install the devices. First, it will inspect the locations to assess the technical feasibility of installing average-speed measurement devices. If installation at any location on the primary list is not possible, a location from the reserve list will be used. Once all permits have been obtained and arrangements made with road managers, the contractor will be able to begin work. It will have to provide power connections, erect new gantries where the existing infrastructure cannot be used, and install the cameras. The sections will then undergo calibration and legal certification.

How much will it cost?

The cost of installing 43 average-speed measurement devices will amount to nearly PLN 85 million. Once this stage of the expansion is complete, CANARD will have 114 such devices covering more than 670 km of roads.

CANDARD:

The aim of the project “Developing the operational capacity of the Centre for Automatic Traffic Enforcement in managing road safety on Polish roads,” financed by the National Recovery and Resilience Plan, is to improve road safety on the national road network. Increasing the number of recording devices will reduce the number of accidents caused by failure to adjust speed to traffic conditions and failure to obey traffic lights.

More about the project

The project’s material scope includes the purchase and installation of 128 stationary recording devices in total, used to detect road-traffic offences, including:

  • 43 average-speed measurement devices,
  • 70 point speed-measurement devices,
  • 10 red-light enforcement devices at intersections,
  • 5 red-light enforcement devices at railway crossings.

The devices will be installed on national roads. Total project value: PLN 161,244,820.00.
