The sign visible above has appeared by the car park on Konstytucji 3 Maja Street. Maciej Burniak, president of Bolesławianka Housing Cooperative, explains:
The decision to put up the information sign was made by the then Management Board of Bolesławianka Housing Cooperative in 2020, at the request of residents of the property comprising buildings No. 11, 17 and 23, located on Konstytucji 3 Maja Street. The request was submitted and approved during the annual meeting of property owners concerning the renovation fund. The residents justified their initiative by pointing out that the property is located in the immediate vicinity of II Janusz Korczak General Secondary School and the Orlik sports complex. During the day, until noon, the school’s students use the car park, while in the afternoon it is used by people visiting the sports complex, which significantly limits the availability of parking spaces for residents (emphasis – istotne.pl).
The legal basis for the Cooperative’s actions consists primarily of the provisions of the Act on Housing Cooperatives and the Act on Ownership of Premises, which regulate the management of common property as well as the obligations and rights of the cooperative toward its members and residents.
What consequences may drivers face?

If the rules specified on the sign are violated, the Cooperative may report the violations to the appropriate services – the Municipal Guard or the Police. A vehicle may be towed only in cases provided for by law, for example when it blocks access, poses a danger or violates traffic regulations. We also remind you that a residential zone applies throughout the estate, which entails specific restrictions on vehicle movement and parking (emphasis – MB). The Cooperative is not authorized to issue tickets or impose fines – this remains the responsibility of the appropriate services.
The car park area has been assigned to a specific property and primarily serves the residents of that housing stock, who bear the costs of its maintenance. The restrictions are intended to ensure parking spaces primarily for people directly connected with that property.

The sign is primarily informational and organizational in nature. The Cooperative does not have separate regulations or internal rules concerning the use of car parks, so the wording of the sign refers mainly to general legal provisions – particularly those resulting from the residential zone in force throughout the estate. Its purpose is to make residents and vehicle users aware that parking should take place in accordance with the applicable traffic regulations and with respect for fellow residents.
