Thanks to it, cities, municipalities and counties gained the ability to decide independently on their own affairs, contributing to more effective management, greater resident participation in decision-making and an improved quality of life for local communities. The reform was crucial to the development of infrastructure, culture, education and public services at the regional and local levels.

On the occasion of the 35th anniversary of local government in Poland, a ceremonial session of the ninth-term City Council was held in the Forum hall in Bolesławiec on May 27, 2025. During the session, attendees heard a commemorative lecture entitled “35 Years of Local Government,” authored by Professor Leon Kieres, who highlighted the importance of the reform for the development of democracy, social stability in the country and the role of law, particularly in the work of public officials:

…Truthfulness is important in the work of a public official. Basing one’s conduct on lies in public or private life, even sometimes in good faith, initially only in what may seem to be controlled cases, develops into a system in which untruth reigns supreme. Small untruths make up one great lie. There is no more dangerous element undermining respect for the law and its enforcement than lying. Especially when it comes from the mouth of a public official, it is particularly deserving of condemnation. Through lying, such an official becomes one of those responsible for eroding the importance of the law and respect for it. (…) I often ask myself about the meaning of my personal perseverance on the arduous path of holding public office (and I can assure you that there is no shortage of difficulties along it). I conclude that this meaning does not lie in anything grand. It can be described by the familiar phrase “a sense of duty well performed.” I believe, however, that all citizens should, in their own interest, strive to make the “sum” of duties well performed as great as possible.

The agenda of the 16th session also included important items such as a minute of silence in honor of deceased local-government officials and the adoption of a resolution—the Appeal to the residents of Bolesławiec on the occasion of the anniversary of the revival of local government.

This event was not only an opportunity to reflect on the past years, but also to emphasize the local community’s continued commitment to the development of the city and region. – Thirty-five years have passed since the historic date—May 27, 1990—the day that forever changed the face of our community. It is an extraordinary anniversary that reminds us of three decades of constant work, commitment and a shared pursuit of a better tomorrow. It was a time when residents and local-government officials from across Poland learned together about responsibility, decision-making and caring for our immediate surroundings. This date is not only a symbol of the beginning of a new chapter, but also a great lesson in self-reliance and solidarity. It was on the foundation of these values that we built our strength over these three decades—the city’s dynamic development, the achievements of the local community and the ability to overcome the crises that arose along our path. Each of us contributed to making Bolesławiec a place worth living in, working in and investing in for the future. Reflecting on the expectations of residents is particularly important today. Appeal of the Bolesławiec City Council of May 27, 2025, to the residents of Bolesławiec

On May 27, 1990, Poland held its first fully free elections after World War II. Poles were able to elect their representatives to municipal and city councils. Local-government communities gained not only legal personality but also property that they could manage independently. New development opportunities opened up for local communities. After thirty-five years of self-determination, Bolesławiec is the fastest-developing social and economic center in the region. It has also achieved international success, as demonstrated by receiving the Council of Europe Award in 2023. Looking at Bolesławiec from the perspective of the past years, it must be noted that the city has achieved undeniable success. Residents can be proud to be part of a community for which their well-being is the highest value. After more than three decades, Bolesławiec has succeeded in creating good living conditions for residents in a modern city, building a favorable climate for the development of entrepreneurship and creating a city open to civic initiatives. The success of Bolesławiec has been shaped by councilors serving during the various terms of the City Council since 1990, as well as former and current employees of all municipal organizational units, cultural institutions and city-owned companies. The stability and continuity of executive power in the city were also significant. The city’s residents, however, made the greatest contribution to its development. The people of Bolesławiec are not only open, ambitious and enterprising, hospitable, but above all demanding and committed to the city’s continued development. On the occasion of the 35th anniversary of local government in Poland, the Bolesławiec City Council wishes to express its sincere thanks to the residents of Bolesławiec for their commitment and for jointly building our community. In the face of the new challenges before us, we appeal to you to uphold the fundamental values on which our local government is based: solidarity, mutual respect, responsibility and community. Despite the differences that are natural in every community, it is precisely the ability to unite, both in moments of success and in difficult times, that makes us stronger. Together we can overcome adversity, support one another and create a place where everyone feels important and safe.
