The Mayor of Bolesławiec informed the council that he had spoken with representatives of Polish Waters. It turned out that they do not have the funds to remove the scrap and debris lying along the banks of the Bóbr.
The head of the municipal administration also stressed that the Municipality of Bolesławiec is not the administrator of the land along the riverbanks.
And he added: – We are not refusing to help, but as a municipality we cannot carry out tasks belonging to the government administration. We cannot afford it.
To speed up the process, the Bolesławiec City Council today adopted a resolution consenting to the conclusion of an agreement between the Municipality of Bolesławiec and the State Water Holding Polish Waters to carry out a task related to water maintenance entitled “Removal of tree debris, uprooted trees and woody debris from the Bóbr River in Bolesławiec”.
The justification for the document in question states, among other things:
The amount of investment and water or water-facility maintenance costs incurred by local government units is specified in an agreement, which the relevant local government units and PGW Polish Waters are authorized to conclude. Considering it necessary to maintain the channel of the Bóbr River in proper technical condition, taking into account social considerations, namely protecting buildings from flooding, and guided by justified needs concerning the preservation of the condition of the riverbed and banks, which receive water from the drainage ditch network and stormwater drainage system, the Municipality of Bolesławiec plans to cooperate with Polish Waters on this task. Adopting a resolution on the joint implementation and financing of a task concerning the ongoing maintenance of the Bóbr River, carried out to protect against flooding within the Municipality of Bolesławiec, will make it possible to complete a task that will improve flood safety for residents.
