During the September session of the Bolesławiec City Council, Piotr Roman also spoke about the enormous responsibility and the fact that the local authorities had incomplete information about the scale of the threat. He also raised “issues related to watercourse managers”:

Wody Polskie clearly failed to perform. If Wody Polskie had managed the Pilchowice Dam, there would have been nothing left to collect from the city of Bolesławiec.

He added that the municipal office had a table containing data showing that no prior water releases had been made at facilities managed by the aforementioned Wody Polskie. He also said that decisions made by the Tauron company meant that the Pilchowice Dam held out for several dozen hours.
