As reported during the session by Tomasz Gabrysiak:

We had no information about the height of the flood wave; we did not know when this wave would reach us.

The situation was monitored through IMGW. (The problem is that in the entire Bolesławiec County there is… one water gauge on the Bóbr River—in Dąbrowa.) The starost added:

I must thank two people: Artur Zych, the mayor of Wleń, who kept us continuously informed of the water level there, in the municipality. And this allowed us to forecast when the wave would reach Bolesławiec. The second person is the deputy starost of Lwówek County, Mr. Zbigniew Grześków, who provided us with the water level in Lwówek.
