This is another case of citizens apprehending an intoxicated driver. We appeal both to drivers and to bystanders who see an intoxicated person driving a vehicle or attempting to get behind the wheel to prevent them from doing so and notify the police. By failing to react to reprehensible behaviour, we give intoxicated people permission to drive vehicles, which may consequently lead to tragedy.
And they add:
Let us remember that a citizen’s arrest is a privilege granted to every citizen by Article 243 of the Code of Criminal Procedure. An offender may be detained both in the act and after a pursuit undertaken immediately after the offence has been committed.
They further explain:
However, it should be remembered that this right applies in one of two cases: when there is a concern that the perpetrator may hide or when it is impossible to establish their identity. An offender detained in this way must be handed over to the police without delay.
