TGP explains:

(...) we would like to inform you that the parking area at 1A Bolesława Chrobrego Street in Bolesławiec, by the PKP Bolesławiec Railway Station, belongs to PKP S.A. and is managed by the private company TGP Sp. z o.o. This site is governed by Parking Regulations that comply with the law and relevant regulations and have been fully approved by PKP S.A., which every User is required to read.

By entering the parking area, the User enters into a Parking Space Rental Agreement with PKP S.A. under the terms specified in these Regulations and pursuant to the provisions of the Act of 23 April 1964, the Civil Code (including Articles 69, 384 and 659), and consequently is required to park the Vehicle in a designated space, pay the Parking Meter Fee and place, beneath the vehicle’s windscreen, in a location clearly visible from outside the vehicle, a parking ticket serving as proof that this fee has been paid. If this obligation is not fulfilled, an Additional Fee is charged in accordance with the Parking Regulations, which may subsequently be pursued through court and enforcement proceedings.

It also adds:

The Parking Space Rental Agreement is concluded when the Vehicle is parked in the parking area and ends when the Vehicle leaves the parking area.

From the moment the Vehicle stops in the parking area, the User is required to purchase a Parking Meter Fee. The period from parking the Vehicle to purchasing the Parking Meter Fee may not exceed 5 minutes. Once this time has elapsed, a parking inspector may carry out an inspection.

If the User does not accept the provisions of the Regulations, they may withdraw from the Agreement within 5 minutes of entering the parking area. If the right of withdrawal is exercised, the Agreement is considered invalid, and the User is required to leave the parking area immediately.

And explains:

Parking a vehicle without a valid ticket results in an additional fee being imposed. The parking facility by the PKP Bolesławiec Railway Station is located in a paid, 24-hour parking zone operating every day of the week. This information is displayed on information boards before the entrance to the parking area and inside it. It is provided by the Regulations Board, information boards and the stickers located on each parking meter. The driver is obliged to familiarize themselves with the rules for paying for and using the parking facility before leaving the vehicle parked.

TGP Sp. z o.o. reserves the right to charge the Vehicle Owner a Contractual Penalty in the amounts specified in section 8.2 (8.2.1–8.2.2) if the vehicle user improperly performs the rental agreement.

A User disputing the validity of a payment demand may submit a written complaint within 7 days of its issue to: TGP Sp. z o.o., 28 Kujawska Street, 81-862 Sopot, or reklamacje@tgp-parking.pl.

It further adds:

The vast majority of people using the parking area managed by TGP Sp. z o.o. at the PKP Bolesławiec Railway Station comply with the Parking Regulations and their provisions.

Cases of improper performance of the parking space rental agreement at this facility occur sporadically and are largely attributable to a failure to familiarize oneself with the rules in force in the aforementioned parking area. In this regard, it should be acknowledged that those individuals assume the risk of suffering any potential adverse consequences resulting from violating the provisions of the Regulations.
