Bolesławiec municipality informs:
Pursuant to Article 3(3), points 1 and 2 of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (consolidated text: Journal of Laws of 2022, item 1297, as amended), municipalities are required to keep records of watertight tanks for liquid waste and records of household wastewater treatment plants.
Therefore, property owners should immediately report that they have a watertight tank for liquid waste (septic tank) or a household wastewater treatment plant. The relevant questionnaire can be collected directly from the municipal office or downloaded from www.gminaboleslawiec.pl and submitted directly to the office.
Moreover, these questionnaires will also be sent to owners of properties not connected to the sewerage network in order to complete the register being maintained. The completed questionnaires should be delivered immediately to the office by the deadline specified in the attached covering letter.
And adds:
At the same time, the Bolesławiec Municipal Office reminds owners of properties with watertight tanks (septic tanks) and household wastewater treatment plants of their statutory obligations under Article 5 of the Act, namely ensuring cleanliness and order by, among other things, connecting the property to the existing sewerage network or, where construction of a sewerage network is technically or economically unjustified, equipping the property with a watertight tank for liquid waste or a household treatment plant for domestic wastewater that meets the requirements set out in separate regulations.
Furthermore, pursuant to Article 6(1), point 1 of the aforementioned Act, property owners who remove liquid waste from their property must, in the event of an inspection, document by means of a contract that they use services provided by an operator authorised to empty watertight tanks and transport liquid waste, by presenting such contracts and proof of payment for those services.
Compliance with the applicable regulations in this area, which are being tightened at both national and European Union level, is primarily motivated by concern for the environment.
The frequency of liquid-waste collection should prevent waste from overflowing from the tank and ensure uninterrupted use of the septic tank. Owners of household wastewater treatment plants should remember that sludge must be removed from them as required by the plant’s operating instructions. This must also be properly documented by signing a contract for the removal of sewage sludge and retaining proof of payment for that service.
In our municipality, wastewater collection services may be provided only by operators authorised by the Head of Bolesławiec Municipality to conduct business involving the emptying of watertight tanks and the transport of liquid waste.

And emphasises:
Anyone who has not yet signed contracts for emptying watertight tanks must do so immediately!
It is unacceptable for wastewater from residential buildings to be collected or transported together with liquid manure or slurry to agricultural land!
The disposal of liquid waste from a property in breach of legal regulations is subject to the provisions of the Code of Procedure for Petty Offence Cases.
Moreover, pursuant to Article 10(2) of the Act on maintaining cleanliness and order in municipalities, anyone who fails to fulfil the obligations listed in Article 5(1)-is liable to a fine of up to PLN 2,000!
