The document’s justification states:

Matters concerning municipal cemeteries fall within the municipality’s own responsibilities, while the maintenance and management of municipal cemeteries belong to the competent commune heads (mayors, city mayors) in whose area the cemetery is located. Pursuant to Article 4(1)(2) of the Act on Municipal Services, unless specific provisions provide otherwise, the decision-making bodies of local government units determine the amount of prices and fees, or the method for determining prices and fees, for public-utility municipal services and for the use of public-utility facilities and equipment of local government units. The decision-making bodies may entrust the executive bodies of those units with the powers referred to in paragraph 1(2).

By Resolution No. XVII/218/2016 of 27 January 2016, the Bolesławiec City Council entrusted this power to the Mayor of Bolesławiec. Accordingly, the Mayor issues an order establishing fees for cemetery services and for the use of public-utility facilities located at the Municipal Cemetery in Bolesławiec at 10 Śluzowa Street, and establishes the schedule of services provided by the Cemetery Manager.

The order enters into force 14 days after its publication in the Official Journal of the Lower Silesian Voivodeship.
