Civic Platform councillors critically assessed the mayor’s implementation of the 2009 budget. “Why indebt the city by issuing PLN 28 million in bonds when only PLN 10 million was needed?” asked Cezariusz Rudyk. “Many local governments planned bond issues not for one year, but for two or three years. PLN 18 million remained unused. I do not know what this measure was supposed to achieve. It could have been done differently. We took out a loan PLN 18 million larger than we needed and placed it in a deposit account,” the councillor said. Cezariusz Rudyk also accused the mayor of showing little interest in reclaiming the site of the eastern railway station on Staroszkolna Street.
The councillors of Ziemia Bolesławiecka, on the other hand, liked the budget’s implementation. Councillor Hubert Prabucki lavished praise on the mayor’s actions and read selected figures from a sheet of paper. “The term of office that is coming to an end was very successful for the development of the city and its residents,” Hubert Prabucki added in conclusion.
A compliant chairwoman Babijczuk
Just before the vote on the vote of approval, Mayor Piotr Roman interrupted the proceedings’ chairwoman, Janina Pietrak-Babijczuk, and began explaining himself in response to the accusations made by Cezariusz Rudyk. The chairwoman did not interrupt the mayor’s several-minute self-congratulatory monologue. Toward the end of his speech, the mayor attacked Cezariusz Rudyk. “I will never agree to pay as much as the railway wants for the site of the eastern railway station. Imagining that we should buy this site is acting to the detriment of the municipality and to the benefit of PKP,” Piotr Roman said sharply.
“I thought that this time the mayor would spare us the claim that someone was acting to the detriment of the municipality. I am sorry that the mayor did not behave with due gravity,” Cezariusz Rudyk retorted. The chairwoman closed the discussion.
Fourteen councillors voted to grant the vote of approval; five Civic Platform councillors voted against. Piotr Roman was presented with bouquets of flowers, and he began thanking departments, institutions, preschools, schools, directors of cultural institutions, the municipal police, company presidents and others.
There Will Be Kaczyński and Szmajdziński Roundabouts
The councillors hastily decided to name two roundabouts in Bolesławiec after Lech Kaczyński and Jerzy Szmajdziński. During the session, a short recess was called and a special joint meeting of the council’s standing committees was convened. After a brief discussion, the proposals received positive opinions and were put to a vote during the session. The councillors adopted both proposals. Incidentally, the city councillors also removed from the agenda a draft resolution on the location of a casino in Bolesławiec. They decided that it was not the right time to consider such proposals.
