A reader drew our attention to the lack of parking spaces near the clinics, pharmacies and the school on Grunwaldzka, Piaskowa and Komuny Paryskiej streets. In a conversation with us, he shared his opinion.

They have created paid parking, but there is not a single space for disabled people. Many people come to Provita for rehabilitation, and getting in there as a disabled person is a tragedy. It is crying out for a blue-badge space to be created there.

In other cities, wherever there is a pharmacy, there is a designated space, but we do not have that here. When you drive from Grunwaldzka through Piaskowa to Komuny Paryskiej, there are no designated spaces and nowhere to stop. There is a school, a pharmacy and clinics, yet a disabled pensioner has nowhere to stop.

A disabled person has little chance of parking in front of NZOZ Provita, and the problem is urgent. The owners of Provita only own a narrow strip alongside the building. The rest of the lot belongs to the city.

– The company owns only the spaces right next to the building. We have marked these spaces, but there are only a few of them. If someone parks right next to the building wall, they do not have to pay – says Anna Garwolińska , director for Marketing and Development at NZOZ Provita.

We asked the city spokesperson Agnieszka Gergont about the lack of parking spaces. Her response indicates that a disabled person interested in having a parking space designated on streets and public roads, as well as internal roads managed by the Mayor of Bolesławiec, may submit an application to Bolesławiec City Hall. The application should indicate the desired location. However, the application may not be approved if designating such a space would endanger or impede road traffic. She also adds that, in the case of “designated spaces” created outside public roads, for example within a housing estate, the decision to create them is made by the site manager or owner.

Unfortunately, in the case of the internal road by NZOZ Provita, according to information obtained from the spokesperson, the site does not meet the technical requirements for such a space to be designated.

It is worth recalling that a disabled person interested in having a parking space designated on streets and public roads, as well as internal roads managed by the Mayor of Bolesławiec, may submit an application to Bolesławiec City Hall. The application should indicate the desired location (a location sketch or a detailed description of the place most convenient for the applicant).

A parking card is not required to submit an application. The possibility of designating additional parking spaces is determined in accordance with the provisions of the Act of 20 June 1997 – Road Traffic Law (consolidated text, Journal of Laws of 2012, item 1137, as amended), following a detailed assessment of the total number of parking spaces and the number of reserved spaces already available. Spaces designated in this way are not additionally marked with a vehicle registration number or another description indicating that the space is reserved exclusively for the applicant.

This space is available to all people holding a parking card compliant with the Regulation of the Minister of Labour and Social Policy of 25 June 2014 on the design, issuance and return procedure for parking cards (Journal of Laws of 2014, item 870). The applicant does not cover the costs associated with designating the parking space. Grunwaldzka and Komuny Paryskiej streets are municipal roads, so the same procedure applies.

However, an application is not always approved. It may be rejected, for example, if the indicated location for the parking space could endanger or impede road traffic. According to the Regulation of the Minister of Infrastructure and Construction of 14 November 2017, the guidelines for parking-space dimensions are as follows:

Parking spaces for cars should have at least the following dimensions:

  • width 2.5 m and length 5 m – for passenger cars
  • width 3.6 m and length 5 m – for passenger cars used by disabled people
  • When located along the roadway, parking spaces for cars should have at least the following dimensions
  • width 3.6 m, with the possibility of reducing it to 2.5 m if access to an adjoining approach or pedestrian-and-vehicle route is provided, and length 6 m – for passenger cars
  • width 3.6 m and length 6 m – for passenger cars used by disabled people
