The purpose of the resolution is to help entrepreneurs in the catering industry by exempting businesses selling alcoholic beverages from the first and second instalments due in 2021. It also provides for the refund of two-thirds of the fee collected from those entrepreneurs who paid the 2021 fee in a single payment by 31 January 2021.

It is worth recalling that the resolution was adopted because many people running businesses found themselves in a difficult situation following the introduction of the state of epidemic in Poland. Catering is one of the industries that suffered the most. Due to the closure of catering establishments, entrepreneurs are unable to use their permits to sell alcoholic beverages, but must still pay the fee for using those permits in 2021.
