As the government informs:
The vaccine has already undergone, among other things, detailed laboratory tests. At the current stage, specialists from 27 EU countries are assessing the documentation. By 29 December, the European Medicines Agency will decide whether to approve the vaccine for distribution. This process will conclude with a decision by the European Commission issued several days later.
The registration process for mass vaccinations will most likely begin in the first quarter of 2021. Detailed information on this subject will be available on the following websites:
Who will be vaccinated first?

Government officials add:
Stage I vaccinations will be available to: residents of residential care homes and care and treatment facilities, nursing and care facilities, and other inpatient institutions; people over 60, starting with the oldest; uniformed services, including the Polish Armed Forces; and teachers.
