The local governments ranked in the Ranking are evaluated by ZPP experts according to numerous criteria grouped into eleven thematic categories, including:

  • pro-investment and pro-development activities
  • solutions improving the quality of service for residents and the functioning of the local government unit
  • development of the information society
  • development of civil society
  • strengthening information security management systems
  • promotion of healthcare and social assistance solutions
  • promotion of education, culture and sports solutions
  • support for activities promoting a market economy
  • promotion of eco-energy and environmentally friendly solutions
  • domestic and international cooperation
  • promotional activities.

The Ranking is the only initiative of its kind in Poland managed on an ongoing basis by experts online. It is divided into six categories of local government units:

  • counties with up to 60,000 residents
  • counties with 60,000 to 120,000 residents
  • counties with more than 120,000 residents
  • cities with county rights
  • urban and urban-rural municipalities
  • rural municipalities.
  • The order in the Ranking depends on the results achieved by the local government and the projects completed.

Bolesławiec is ranked in the urban and urban-rural municipalities category. The Ranking has been organized since 2003 by the Association of Polish Counties.
