New safety rules throughout the country
During the fight against coronavirus, our responsible behaviour and compliance with the restrictions in force are most important. Drawing on the experience of recent months, we are introducing new safety rules. Following the changes, some counties with the highest numbers of infections will be placed in the red zone. We are abolishing the yellow zone. Why? Because the rules that apply there are being extended to the entire country.
The changes take effect on 10 October
The obligation to cover the nose and mouth throughout the country
Remember to cover your nose and mouth in public spaces—in a shop, on a bus, and also on the street. This will be mandatory throughout the country!
Importantly, only people who have a medical certificate or a document confirming a disability are exempt from this obligation.
Restaurants and other food-service establishments—new rules
To minimise the spread of coronavirus, food-service establishments in the red zone may be open during specified hours—from 6:00 a.m. to 10:00 p.m. Throughout the country, safe distances must be maintained in such places—there should be at least 4 sq m per person.
Also throughout the country, food-service establishments and other enclosed spaces may not make dance areas available.
Fewer guests at family celebrations
If you are planning a christening, wedding or another family celebration, you should remember that there is a limit on the number of people who may take part in such events. In the red zone—50 people; in the remaining counties—75 people. To give you time to prepare, this restriction will take effect after a one-week adjustment period, on 17 October.
Cultural events under new rules
In the red zone, organising and participating in cultural events is completely prohibited. In cinemas, however, 25 percent of the audience may be present.
What does it look like in the rest of the country?
In an enclosed space, such an event may take place with 25 percent of the audience present—the same rule applies in cinemas. Cultural events held outdoors may be attended by a maximum of 100 people; however, the number of viewers, listeners, visitors or participants may not exceed one person per 5 sq m.
Stay safe during assemblies
The limit on the number of participants in assemblies will remain in force. There may be a maximum of 150 people. Participants must cover their mouths and noses and maintain a minimum distance of 1.5 m from other people. In addition, a distance of at least 100 m must be maintained between assemblies.
More hospital beds and a new coordination process
Hospital capacity is a priority for us in the fight against coronavirus. We observe, analyse and respond on an ongoing basis.
That is why we are increasing the number of beds for patients with COVID-19. A coordinating hospital will be established in every voivodeship, with additional intensive-care beds for patients infected with coronavirus.
The coordinating hospital will serve as the main hospital in a given voivodeship. Importantly, it will focus on caring for patients with COVID-19. The directors of these facilities will join the voivodeship crisis-management teams, which will coordinate:
- the movement of patients between hospitals, in consultation with doctors from other hospitals, primary-care doctors and outpatient specialist-care doctors,
- the movement of swab-collection and transport ambulances,
- the transfer of patients to isolation facilities.
Thanks to the increase in the number of hospitals, the number of available beds will rise to 13,500.

A greater role for primary-care doctors
We are increasing the role of primary-care doctors in the fight against coronavirus. Following the changes, doctors will be able to:
- refer a patient for home isolation,
- refer a patient to an isolation facility.
We are also removing the requirement to meet four criteria for a COVID-19 test during a teleconsultation.
Zero tolerance for failure to follow safety rules
We apply a zero-tolerance policy to those who do not follow safety rules. Our health depends on mutual responsibility. Remember that! Therefore:
- follow the restrictions currently in force,
- cover your mouth and nose,
- wash and disinfect your hands frequently,
- maintain a safe distance from other people,
- avoid touching your eyes, nose and mouth,
- install the STOP COVID—ProteGO Safe app on your phone.
- SMS message to remind you about the introduction of the red zone
From Friday, 9 October, the Government Security Centre will send SMS messages to residents of counties that have entered the red zone. This is to help us remember to follow the rules in force.
The SMS message will contain a link to a dedicated section on www.gov.pl/koronawirus. This will allow you to quickly check which restrictions will apply in your county.
