The Osiecznica Municipality website published an appeal from Mayor Waldemar Nalazek:
Recently, the number of dogs roaming unsupervised around our municipality has increased significantly. They often pose a danger to road users, residents and, especially, children.
In the vast majority of cases, the animals have owners, while the so-called “stray” dogs are mainly animals that residents have failed to supervise properly. Very often, dog owners do not keep their pets tethered, in a kennel or on enclosed property, allowing them to run freely around the localities.
The Mayor of Osiecznica Municipality reminds residents that the owner is always responsible for a dog and is obliged to supervise it properly.
Under the Regulations on Maintaining Cleanliness and Order in Osiecznica Municipality, people who keep domestic animals are required to provide them with proper care aimed at protecting people from threats to their health and life or from nuisance, as well as preventing the contamination of areas and facilities intended for common use.
The obligation to exercise particular caution is imposed on owners by Article 77 of the Code of Petty Offences, which states: “Anyone who fails to observe ordinary or prescribed precautionary measures when keeping an animal is subject to a fine of up to PLN 1,000.00 or a reprimand.”
An appeal is made to all residents who own dogs not to forget about their pets and to properly secure gates and property fencing so that dogs cannot leave without their owner. Dogs must not run in generally accessible (public) places without proper supervision.
Residents are also urged to ensure that animals have constant access to fresh water and food, and to comply with regulations concerning keeping domestic animals tethered. The tether must be at least 3 metres long, and domestic animals may not be kept tethered continuously for more than 12 hours per day, in a manner that causes bodily injury or suffering, or without allowing them the necessary movement.
