Our Reader asked us to publicize the matter. In an email to the editorial office, he wrote:
In my case, I have repeatedly contacted the city office, but no one listens to me, while someone is simply breaking the law. This concerns the sign reading “NO PARKING EXCEPT FOR RESIDENTS OF STAIRWELL 1/3,” which was put up by one of the residents of the block on Spokojna Street.
It appears that this man decides himself who may—and who may not—leave a car in this place. There is no prohibition sign at the entrance to the courtyard […]; people simply park here.
The problem is that every time someone who does not live in this block parks a car there, windows open and insults are shouted. People lie to drivers, claiming that it is their property and that no one has the right to park there. That is not true. Putting up a sign on the wall without authorization and intimidating people is, in my opinion, breaking the law. I parked my car there several times, and one of the residents said that if I did not move it, he would scratch the paint. I suggested that he call the police if it really was his property. He then quickly hid in his home. The situation repeats itself every day. Yet no one from the city authorities responds.
“The residents themselves put up this sign,” confirms the Reader’s account Joanna Strzelecka, head of the Civitas office, the property manager. “No one agreed this with us,” she adds.
“This is the first time I have encountered such a situation,” admits Piotr Woch, deputy director of the Municipal Housing Management Authority, which manages the area at Spokojna Street. “The residents of the stairwell should have asked us for permission to put up such a sign.”
However, MZGM would not have granted permission anyway. “Parking is not allowed there. This spot is a lawn worn down by cars,” Woch explains. He also adds that MZGM will demand that the sign be removed.
We were unable to contact the man who put up the sign.
