The draft resolution states, among other things:

The following parking fees for motor vehicles in the paid parking zone, in designated spaces, from Monday to Friday, excluding public holidays, are established:

  1. up to half an hour of parking – PLN 1.00;
  2. for the first hour of parking – PLN 3.00;
  3. for the second hour of parking – PLN 3.60;
  4. for the third hour of parking – PLN 4.30;
  5. for the fourth and each subsequent hour of parking – PLN 3.00.
[…] The hours during which fees apply in the paid parking zone are established as follows: on business days from Monday to Friday, between 8:00 a.m. and 6:00 p.m.

[…] Subscription fees for parking motor vehicles in the paid parking zone are introduced in the following amounts:

  1. a monthly subscription for a city resident who is the user of a vehicle with a maximum permissible gross weight of up to 3.5 tonnes – PLN 20.00 per month, for one vehicle;
  2. a 12-month subscription for a city resident who is the user of a vehicle with a maximum permissible gross weight of up to 3.5 tonnes – PLN 200.00, for one vehicle;
  3. a monthly subscription for any road user who is the user of a vehicle with a maximum permissible gross weight of up to 3.5 tonnes – PLN 240.00, for one vehicle;
  4. a monthly bearer subscription for a user of a vehicle with a maximum permissible gross weight of up to 3.5 tonnes – PLN 600.00.

Justification for the draft resolution:

A consequence of the development of motorization, alongside increased traffic intensity, is a general increase in mobility, which leads to traffic congestion, particularly in the city center. The capacity of street infrastructure has practically been exhausted, while further expansion of street cross-sections is either impossible or socially unacceptable. The lack of parking spaces also makes it difficult to conduct trade and provide services. Introducing a paid parking zone is a way to alleviate the above problems.

For years, Bolesławiec has focused on the development of public transport, which, in an era of widespread air pollution and growing traffic intensity, should be used as widely as possible. The city regularly invests in the development of public transport and has introduced free public transport, something that occurs in few cities. Importantly, this will not change in the near future, providing a genuine alternative for motorized residents.

Establishing a paid parking zone in areas characterized by a significant shortage of parking spaces, justified by the need to organize traffic, is intended to increase the turnover of parked motor vehicles, in particular to limit access to these areas for motor vehicles and thereby give preference to free public transport and implement local anti-smog policy.

The Act of March 21, 1985 on public roads provides the legal basis authorizing the governing bodies of local government units to establish paid parking zones on public roads managed by a local government unit […].
