The 2020 budget submitted by the Mayor of Bolesławiec totals the following amounts:

  • on the revenue side – PLN 221,941,454.34
  • on the expenditure side – PLN 213,657,384.

The planned budget surplus of PLN 8,284,070.34 will be allocated to repayment of loans and credits taken out and bonds issued, as well as to granting a loan related to implementation of the project “Coalition for Improving Air Quality in the Municipalities of the Western Intervention Area (ZOI)” under the partnership agreement for project implementation.

Thirteen councillors voted in favor of adopting the budget, while seven abstained.

During the session, Mayor of Bolesławiec Piotr Roman discussed the city’s financial situation, including the lack of compensation for reduced revenues in the city budget. He emphasized the occurrence of particular economic phenomena and processes in Poland and their interdependencies from the perspective of specific budgetary decisions for the city, including the assumptions of tax policy at the microeconomic and macroeconomic levels. The discussion included, among other things, planned expenditure on education, culture, sport and social assistance. His presentation also included a demographic analysis and the risks associated with depopulation, as well as the main investment projects planned for 2020, including projects involving the so-called non-expiring funds from the previous year.

The main investment projects and renovations included:

  • Construction of a kindergarten in the left-bank part of the city – the Kwiatowe housing estate
  • Road surface renovation – Wałowa Street
  • Construction of roads on Bazaltowa, Kamienna and Zabobrze streets: the project provides for the construction of Zabobrze Street (from the bus terminus toward the city limits) as a two-way shared pedestrian and vehicular route with an asphalt surface, 5.5 m wide and 316 linear metres long; Kamienna Street as a two-way shared pedestrian and vehicular route with an asphalt surface, 6.0 m wide and 188 linear metres long; and Bazaltowa Street as a two-way shared pedestrian and vehicular route with an asphalt surface, 6.0 m wide and 185 linear metres long
  • Construction of Jagiellonów Street in Bolesławiec: the material scope includes the construction of two road sections with a total length of 590 linear metres, together with stormwater drainage, telecommunications ducts, a bituminous roadway, pavements and driveways made of concrete paving blocks, bicycle paths, vertical and horizontal road markings, and greenery. This is a continuation of road construction on a new residential estate in the area of Piastów Street. Previously completed: construction of a 194-linear-metre road – PLN 762,600; construction of street lighting, 24 points – PLN 135,542. The project received funding from the Government Roads Fund amounting to 50% of eligible costs
  • Centers of Old Crafts on the “Via Fabrilis” Route: 2020 plan – PLN 5,573,836 in total, including PLN 3,391,936 in own funds and PLN 2,181,900 in ERDF funding. 2021 plan – PLN 2,631,836 in total, including PLN 1,385,036 in own funds and PLN 1,246,800 in ERDF funding. The project involves demolishing the existing former pottery building and constructing a new service building for the Center of Old Pottery in Bolesławiec, together with comprehensive site development, construction of a paved access road and parking spaces, pedestrian and communication routes, a solid-waste area, street furniture, and associated infrastructure and internal installations. The new building will operate as an educational facility and a venue for meetings, workshops, occasional events and lectures
  • Restoration and adaptation of the building at 25 Zgorzelecka Street for the needs of the Museum of Ceramics: planned amount PLN 125,000, with PLN 314,000 in non-expiring funds from 2019. The project will involve preparing complete multidisciplinary design documentation for the restoration and adaptation of the former Special Education School complex, creating a new permanent exhibition for the Museum of Ceramics, providing appropriate space for the museum’s exhibition, educational and representative activities with supporting functions, and preparing design and cost-estimate documentation for the arrangement of exhibition spaces and interior furnishings
  • Adaptation of a cloakroom into a playroom at Municipal Public Kindergarten No. 1 in Bolesławiec, 50d Jana Pawła II Street
  • Construction of a ramp for wheelchairs and bicycles next to the stairs on Piaskowa Street: the project includes preparing design and cost-estimate documentation for the ramp and constructing it. All works carried out in this area require a permit in the form of a decision by the Voivodeship Conservator of Monuments
  • Modernization of city fountains: the project concerns the necessary modernization works aimed at halting the deterioration of the fountains in the city market square and on the planty
  • Construction of traffic lights with a speed camera and a bicycle crossing at a pedestrian crossing along provincial road No. 350 – Widok Street in Bolesławiec: the purpose of constructing the traffic lights is to ensure compliance with the statutory speed limit for vehicles traveling on Widok Street by installing a speed camera activated when 50 km/h is exceeded, as well as to ensure pedestrians’ safety and enable them to cross to the other side of the street using a push button that activates the green light
  • Construction of lighting along the boulevard on the Bóbr River in Bolesławiec – stage I, part 1: material scope – construction of a power connection from the existing cable joint to the lighting and control cabinet in protective conduits; construction of a lighting cable line; installation of three 12-metre-high lighting poles; installation of 10 lighting fixtures; completion of all formalities related to occupying PKP land and covering all costs of occupying that land
  • Comprehensive modernization of lighting in Bolesławiec: the project concerns comprehensive modernization of road lighting by replacing conventional bulbs with fixtures using LED light sources, power reducers and brightness sensors enabling different light-intensity levels and precise adjustment to all nighttime conditions, as well as motion sensors. The project is planned to be implemented with external funding from the European Regional Development Fund covering 75% of the costs
  • TEN-T passenger transport links in border regions/TRANS-BORDERS – construction of a Transport Interchange Center in Bolesławiec – preparation of design documentation
  • Improving flood protection for the City of Bolesławiec through modernization and expansion of the stormwater management system: the investment is aimed at increasing flood protection for the Urban Municipality of Bolesławiec and responds to progressing climate change, particularly prolonged and heavy rainfall. The material scope includes projects such as expanding the stormwater drainage system serving the former POM area on Gdańska Street and constructing stormwater drainage as part of road construction, together with drainage on Konradowska Street. The project is planned for implementation under ROP WD 2014–2020 in 2020–2021
  • Ongoing infrastructure maintenance: partial repairs of roadways, pavements and squares, grading unpaved roads, and temporary surfacing of unpaved roads – PLN 900,000;
    – emergency stormwater sewer repairs on municipal roads – PLN 25,000; replacement and maintenance of vertical road signs; renewal and painting of horizontal markings (pedestrian crossings, parking spaces for people with disabilities, marking continuous lines along roads, marking bicycle routes, re-establishing plot boundaries) – PLN 700,000;
    – maintenance of stormwater sewers and cleaning of street inlets – PLN 90,000; collection of wastewater discharged through the stormwater sewer network – PLN 1,500,000; periodic inspection of public roads – PLN 50,000;
    – maintenance of internal unpaved roads on newly built residential estates (grading and temporary surfacing, signage and ongoing repairs) – PLN 500,000;
    – traffic management on internal roads – replacement or repair of signage on internal roads – PLN 12,000;
    – ongoing maintenance and servicing of road-lighting points and illumination of historic buildings, including painting poles (replacing damaged poles and lighting sets), replacing non-functioning light sources and eliminating failures – PLN 348,123.21 (six-month contract). Total expenditure: PLN 4,125,123.21.

Joint financing of city/county projects

  1. Reconstruction of county road No. 2280D on the Bolesławiec–Stare Jaroszowice section – PLN 82,600. The project concerns reconstruction of the county road surface on the Bolesławiec–Stare Jaroszowice section. Co-financing of the county road reconstruction as a result of joint city/county financing of county road renovations
  2. Reconstruction of county road No. 2273D on the Bolesławiec–Bożejowice, Ocice–Gościszów and Gościszów–Mściszów sections – PLN 56,000. The project concerns reconstruction of the county road surface on the Bolesławiec–Bożejowice, Ocice–Gościszów and Gościszów–Mściszów sections. Co-financing of the county road reconstruction as a result of joint municipality/county financing of county road renovations
  3. Reconstruction of the intersection of DW 297 and the county road – Jeleniogórska Street in Bolesławiec involving the continuation of the bicycle path – PLN 75,000. Co-financing of the county road reconstruction as a result of joint municipality/county financing of county road renovations
  4. Renovation of the bridge on Mostowa Street in Bolesławiec – PLN 240,000. The project concerns co-financing the renovation of the bridge on Mostowa Street in Bolesławiec, carried out by Bolesławiec County with support from the Government Roads Fund. Co-financing of the county road reconstruction as a result of joint municipality/county financing of county road renovations. Total expenditure: PLN 453,600.

Investments

  • Bolesławiec Municipal Bicycle System “ROOVEE”
  • Targeted grants from the Bolesławiec City Budget for family allotment gardens
  • Coalition for Clean Air in the Municipalities of the Western Intervention Area (ZOI): the Urban Municipality of Bolesławiec, together with seven municipalities (Bolesławiec Municipality, Gromadka Municipality, Lwówek Śl. Municipality and City, Pieńsk Municipality, Siekierczyn Municipality, Sulików Municipality, Zawidów Urban Municipality) and the “Local Branch of the Free Entrepreneurship Association” in Świdnica, joined the implementation of the partnership project “Coalition for Clean Air in the Municipalities of the Western Intervention Area (ZOI).” The estimated financial plan for the project allocated to the municipality includes approximately PLN 1,000,000 in grant payments. The planned average grant amount per resident is PLN 35,000.00, with 85% funding (approximately 30 grants), for replacing old, non-eco-friendly heat sources with modern and more environmentally friendly ones to improve air quality in our region
  • Construction of roads with lighting in the area of Ptasia–Widok streets in Bolesławiec: the project includes construction of roads with lighting in the Ptasia–Widok streets area. Roads – 1,353 linear metres; lighting – 1,400 linear metres of cable line and 49 lamps

Projects involving the so-called non-expiring funds

  • Construction of Żołnierzy Wyklętych Street: the project received funding from the Government Roads Fund amounting to 50% of eligible costs. The material scope includes construction of a 182-metre road with a concrete paving-block surface, pavements, road drainage, road lighting (eight points), reconstruction of the section of heating network conflicting with the road, and reconstruction of the telecommunications network
  • Renovation of the road and pavements, including replacement of the stormwater sewer network – Tulipanowa Street in Bolesławiec: the project received funding from the Government Roads Fund amounting to 50% of eligible costs. The material scope includes demolition of the existing concrete-pipe stormwater sewer over approximately 766 m, including concrete inspection and drainage manholes; construction of a new stormwater sewer; renovation of Tulipanowa Street and its pavements, including adjustment of manholes and utility boxes, cleaning and spraying of the road’s structural layers, installation of a 4-cm SMA 8 stone mastic asphalt wearing course – 3,996.0 sq m; pavements; vertical and horizontal road markings
  • Reconstruction of Bankowa Street in Bolesławiec – entrance from Bankowa Street to Karola Miarki Street: the project received funding from the Government Roads Fund amounting to 50% of eligible costs. The material scope includes reconstruction of the pavement surface and existing parking spaces to adjust the connection to Karola Miarki Street, 6.0 m wide and rounded with a horizontal curve of radius R=6.0 m
  • Construction of a parking lot and access road to sports fields on the Przylesie housing estate: the project concerns construction of a parking lot with 57 spaces, including three spaces for people with disabilities.
