The council adopted two resolutions concerning the local spatial development plan. They concerned areas located within the following street blocks: Żołnierzy Wyklętych – Powstańców Warszawy – Warszawska – Gdańska – part “A”; Grunwaldzka – Zgorzelecka – Szkolna – Armii Krajowej. The resolution on commencing the preparation of an amendment to the local spatial development plan concerned an area located around the following streets: Widok – Ptasia – Storczyków.
Due to the expansion of a residential estate in the western part of the city and the need to assign street numbers to newly constructed properties, the names “Jastrzębia” and “Wilcza” were approved for streets. The streets are located near Sokola, Łowiecka and Gajowa Streets.
Council members amended the existing resolution on the detailed rules for homeless people’s payment of fees for stays in shelters for homeless people. The changes resulted from the fact that on October 4, the provisions of the Act of July 19, 2019, amending the Social Assistance Act and the Act on Mental Health Protection, came into force.
In connection with the letter of intent between Bolesławiec County and the Bolesławiec Urban Municipality concerning a partnership to carry out the task entitled “Renovation of the bridge at Mostowa Street in Bolesławiec,” the council members adopted a resolution on providing financial assistance to Bolesławiec County. Funds amounting to PLN 125,000 were secured in the city’s budget for this year to carry out the bridge renovation.
The council adopted amendments to the Long-Term Financial Forecast of the Bolesławiec Urban Municipality and to the city budget for 2019. After the amendments, planned revenue amounts to PLN 194,795,541.77 and planned expenditure to PLN 189,553,478.93. Amendments were also made to the resolution on the detailed rules for submitting civic initiatives, establishing committees for draft-resolution initiatives, the rules for promoting them and the formal requirements that submitted drafts must meet.
During the 12th session, the council determined that the petition submitted on August 26, 2019, by Mr. Konrad Cezary Łakomy, a legal counsel from the CASUS NOSTER Legal Counsel’s Office based in Lublin, did not merit consideration.
Three resolutions concerned applications for lay judge candidates and were left without further consideration. The team responsible for giving opinions on lay judge candidates found that the applications of two candidates for lay judges at the District Court in Bolesławiec did not meet the formal requirements referred to in Article 162 §4 of the Act of July 27, 2001, Law on the System of Common Courts, namely, they did not contain a sufficient number of signatures from citizens with active voting rights who permanently reside within the Bolesławiec urban municipality.
However, the application of one candidate for lay judge at the District Court in Bolesławiec was received by the Bolesławiec City Council on July 1, 2019, and therefore after the deadline referred to in Article 162 §1 of the Act of July 27, 2001, Law on the System of Common Courts, namely June 30 of the final year of the term of office.
The Bolesławiec City Council elected three candidates as lay judges at the Regional Court in Jelenia Góra: Dominika Teresa Klementowicz, Romana Józefa Kowalika, Dorota Matusiak. The council elected the following persons as lay judges at the District Court in Bolesławiec: Janusz Janik, Eugenia Wolak, Monika Barbara Wawrzynowska, Magdalena Olga Konieczna, Bożena Miś. Barbara Elżbieta Ratajczakwas elected as a lay judge at the District Court in Bolesławiec to adjudicate in labor-law cases.
The adoption of the resolutions was preceded by reports from the mayor of Bolesławiec and the chairperson of the City Council on major activities undertaken between sessions, as well as an analysis of property declarations submitted by City Hall employees, managers of organizational units of the Bolesławiec urban municipality, persons managing municipal legal entities and members of their management bodies, and an analysis of the property declarations of Bolesławiec City Council members. During the session, information on the implementation of educational tasks for the 2018/2019 school year was also adopted.
