In March 2017, the Bolesławiec City Council adopted a resolution on adapting the network of public eight-year primary schools and lower-secondary schools to the new school system. At that time, it adopted a plan for the network of public primary schools run by the Bolesławiec urban municipality for the period from 1 September 2017 to 31 August 2019.
Pursuant to Article 39(5) of the Education Law, it is necessary to establish the network of public primary schools and the boundaries of their catchment areas effective from 1 September 2019.
When establishing the new school network plan, the number of children living in each school’s catchment area, the number of classrooms, and, in particular, the distance from the school to the child’s home and the possibility of using public transport were taken into account.
Since public transport in Bolesławiec has been free of charge since 23 June 2018, students and parents can travel to school and from school to their homes safely and without difficulty.
In addition, the new network and catchment areas are intended to improve learning conditions, meaning that all students in the city will attend school in the morning shift. To this end, Primary School No. 4 at M. Brody Street will have an additional teaching location at 5 Bielska Street, in the building formerly occupied by Municipal Lower-Secondary School No. 2. This solution makes it possible to teach in a single shift and to divide education into the first and second stages: early primary education (Years 1–3) and primary education for Years 4–8.
Similar possibilities exist at Primary School No. 1, after the lower-secondary classes that used the other wing of the building have completed their education. From 1 September 2019, classes for students in the oldest primary-school years may be held in that wing.
The proposed changes are intended to ensure the proper functioning of education in Bolesławiec. Particular attention will be paid to the continued employment of teachers who teach lower-secondary classes; by law, however, they have become teachers at eight-year primary schools. Establishing the new school network plan from 1 September 2019 will not affect teacher employment reductions.
Registration for Year 1 for the 2019/2020 school year will begin on 4 March 2019. It is worth remembering that children and young people living within the catchment area of a public primary school with an established catchment area are admitted to Year 1 by operation of law. The candidate’s place of residence is important in school recruitment. The place of residence of a child under parental authority is the place of residence of the parents or of the parent who has sole parental authority or who has been entrusted with exercising parental authority. If parental authority is held equally by both parents living separately, the child’s place of residence is that of the parent with whom the child permanently resides. A person may have only one place of residence, which is of fundamental importance when registering a child for school.
Candidates living outside a public primary school’s catchment area may be admitted to Year 1 after recruitment proceedings have been conducted, provided that the public primary school still has available places.
The recruitment of children for Year 1 whose older siblings already attend the chosen or catchment-area school is addressed in Resolution No. XLIV/455/2018 of the Bolesławiec City Council of 31 January 2018 on establishing the criteria and number of points in recruitment proceedings for candidates to the first years of public primary schools. It provides that if a Year 1 candidate’s sibling already attends the school, the child receives additional points so that they can attend the same school as their sibling.
Ultimately, Bolesławiec is planned to have nine primary schools: five run by the Bolesławiec urban municipality, one public school run by the Piarist Order, and three non-public schools run by another entity and a natural person, including one for adults.
