Coalition agreement between Law and Justice and the Nonpartisan Local Government Representatives dated November 13, 2018
Law and Justice and the Nonpartisan Local Government Representatives, with a sense of responsibility for Lower Silesia and its social and economic development, are signing a coalition agreement. The main goal of the coalition is to build and plan strategic actions at the regional level based on the idea of balanced development of Lower Silesia. The parties to the coalition agreement declare mutual cooperation and support in pursuing common goals. The coalition is being formed for the years 2018–2023. The parties to the coalition agreement consider the following actions to be key:
- Development of road infrastructure, including: expanding the expressway network in Lower Silesia toward Międzylesie (Wrocław–Kłodzko–Międzylesie–state border); adding the S8 Kobierzyce–Kłodzko–Boboszów road, with its route and an interchange near Sobótka, to the Council of Ministers’ regulation on the network of motorways and expressways; appropriately amending the documentation concerning the corridor study for this route; commissioning and preparing a corridor study and feasibility study for the section of expressway connecting the S8 Sobótka interchange with the S3 interchange in Bolków via Świdnica and Świebodzice; and commissioning design documentation for the reconstruction or construction of national roads connecting the S3 interchange in Bolków with Wałbrzych and Jelenia Góra (to be implemented under the new National Roads and Motorways Construction Programme after 2023). Maintaining most of the A4 exits after the planned modernization of the motorway; including in the new regional contract and beginning construction of bypasses of cities along voivodeship roads, including Strzegom, Dzierżoniów, Złotoryja, Boguszów-Gorce and Góra, the eastern bypass of Wrocław, as well as bypasses along national roads, including Ścinawa, together with a bridge over the Oder, Świdnica and Milicz; transferring disused railway lines to the voivodeship government for their reactivation, in particular the lines indicated in the appendix, together with applying for proportionate support from all available government programmes. Building an agglomeration railway system in three areas—the copper, Wrocław and Sudetes areas—and taking steps to connect them with high-speed infrastructure.
- Economic development of the voivodeship, including: reducing the copper tax by 15% and introducing a local-government share in this tax as of April 1, 2019; building a technology park in Lubin as a tool for developing the LGOM area; supporting the development of the Oder Waterway. Supporting the development of the Milicz Ponds.
- Environmental protection, including: creating an anti-smog programme for municipalities with the most polluted air in the Lower Silesian Voivodeship, particularly in tourist and health-resort locations; efforts to rationalize waste management in the voivodeship and consequently reduce waste collection prices. Supporting the gasification programme for Lower Silesian municipalities.
- Health protection, including: building a new modular oncology hospital; supporting the construction of the Lower Silesian Centre for Innovative Medicine and a senior centre at the Provincial Specialist Hospital in Wrocław. Supporting health-resort infrastructure throughout Lower Silesia.
- Protection of cultural heritage, including: undertaking legislative action to strengthen the protection of national memorial sites; saving and developing endangered tangible cultural heritage, including support for the region’s most valuable historic sites; and efforts to have the most important historic buildings and sites recognized as monuments of history.
- Development of sport and tourism, including: supporting the construction of the Lower Silesian Sports Centre at Polana Jakuszycka, the Irena Szewińska Sports Centre in Lubin and the stadium of Górnik Nowe Miasto Wałbrzych. Taking steps to create a Central Sports Centre in the Jelenia Góra Valley. Support from the Ministry of Sport for expanding sports infrastructure, including in disciplines such as swimming (the Lower Silesian Little Dolphin programme) and cycling.
- Establishing a working group tasked with analyzing legal acts concerning local government.
The coalition parties agree that:
The Nonpartisan Local Government Representatives will recommend a candidate for Marshal, a member of the Management Board of the Lower Silesian Voivodeship and another member of the Management Board of the Lower Silesian Voivodeship, who will receive the approval of the authorities of the PiS Lower Silesian Region.
Law and Justice will recommend two deputy marshals and the chairperson of the Lower Silesian Voivodeship Assembly.
Furthermore, the parties to the coalition agreement undertake that, in situations not described in the detailed objectives, they will seek joint programme arrangements concerning regional development policy based on the principle of balanced development.
At the same time, the parties will seek, through mutual consultations, to establish a common position on matters concerning the activities and functioning of the Lower Silesian Voivodeship Assembly and the Management Board of the Lower Silesian Voivodeship.
The document was signed, among others, by Adam Lipiński, head of the PiS Lower Silesian Regional Council, and by Cezary Przybylski, Marshal of the Lower Silesian Voivodeship.
