The document’s justification states:
In practice, allotments in family allotment gardens are used by all social and professional groups, by people of different ages and with varying financial status. The City of Bolesławiec sees a need to support family allotment gardens, which serve not only to meet the recreational and leisure needs of Bolesławiec residents. They also perform ecological, social and health-related functions, promoting a healthy lifestyle, as well as social and educational functions, creating conditions for the integration of local communities.
Implementation of the project will strengthen cooperation between the city and allotment gardens regarding the use of allotment-garden areas also as recreational spaces for all residents of the City of Bolesławiec.
Before the vote, Andrzej Kuriata, head of the Public Procurement and Municipal Investments Department at Bolesławiec City Hall, spoke, among other things, about the fact that allotment gardeners’ needs are enormous—for example, a water-supply network and community halls—and that they are currently unable to handle such projects on their own.
The councillors adopted the resolution unanimously.
