The ranking runs throughout the year and has been conducted by the Association of Polish Counties since 2003. Bolesławiec has been near the very top of the competition almost since it began. In the summary of the 2017 competition, it was declared the winner.

– The ranking is the only undertaking of its kind in Poland, managed on an ongoing basis by experts online. Winning municipality is awarded the title “Good Polish Local Government”. The ranking is conducted in six categories of local-government units: counties with up to 60,000 residents; counties with 60,000 to 120,000 residents; counties with more than 120,000 residents; cities with county rights; urban and urban-rural municipalities; and rural municipalities – the ranking organizers report.

The year-long competition awards points for projects carried out by a given local government and its subordinate units. The scoring covers the following areas:

  • pro-investment and pro-development activities
  • solutions improving the quality of services for residents and the functioning of the local-government unit
  • development of the information society
  • development of civil society
  • strengthening the office’s security-management systems
  • promotion of solutions in healthcare and social assistance
  • promotion of solutions in education, culture and sport
  • support for activities promoting the social market economy
  • promotion of eco-energy and pro-environmental solutions
  • domestic and international cooperation
  • promotional activities.
