The organizers of the ranking are Gazeta Prawna, Bank Gospodarstwa Krajowego and the Ministry of Regional Development. The intention of the initiators and organizers is to show which municipalities and cities are most effective at obtaining funds from EU funds. The ranking results were presented on April 25 at Wrocław City Hall. The classification was determined by the value of agreements signed with the European Union by local governments, non-governmental organizations and businesses between 2004 and 2006, in relation to the number of residents, as well as by the number of projects. Bolesławiec took seventh place in Poland and fourth place in Lower Silesia.

In our voivodeship, we are surpassed in obtaining EU funds only by Jelenia Góra, Nowa Ruda and Głogów. Interestingly, the capital of Lower Silesia ranked only tenth. In the final ranking, we received 2,362.13 points (Jelenia Góra received nearly 9,000). EU funding in Bolesławiec amounts to more than PLN 51 million, or approximately PLN 1,250 per resident.
