The Council designated a degraded area and a revitalization area within the Municipality of Bolesławiec in order to carry out the revitalization process. The designated area consists of sites in crisis due to the concentration of negative social phenomena, as well as the occurrence of negative phenomena in the economic, technical, spatial-functional and environmental spheres. The revitalization area accounts for 11% of the area of the Municipality of Bolesławiec and is currently inhabited by 29.9% of its residents.
The justification for the resolution includes the fact that the Municipality of Bolesławiec has begun the procedure aimed at preparing the Municipal Revitalization Programme for 2014–2020. This document will play a special role in the EU programming period that has begun. It will make it possible to identify priority measures aimed at improving living conditions in areas requiring special support. Revitalization is the process of bringing degraded areas out of crisis, carried out comprehensively through integrated measures for the benefit of the local community, space and the economy. A degraded area, in turn, is a space in which negative phenomena are concentrated.
In order to designate a degraded area and a revitalization area in Bolesławiec, a diagnosis was prepared based on reliable and measurable data obtained from the organizational units of Bolesławiec City Hall, the Municipal Social Welfare Centre in Bolesławiec, the Bolesławiec District Police Headquarters, the Municipal Police in Bolesławiec, the Bolesławiec District Labour Office and Statistics Poland. The area identified in the diagnosis is characterized by features of a degraded area and requires revitalization measures.
“From 2 March to 3 April 2016, public consultations were held on the draft resolution of the Bolesławiec City Council concerning the designation of a degraded area and a revitalization area, as well as on the diagnosis of the Municipality of Bolesławiec prepared for the purpose of designating a degraded area and a revitalization area. The consultation methods included collecting comments in paper and electronic form, particularly by email and through a form posted on the website of the Municipality of Bolesławiec and in the Public Information Bulletin; meetings with residents (17 March 2016); surveys collected in person in written form; collecting oral comments; and using representative groups (a meeting organized for public-benefit organizations on 29 March 2016). The website of the Municipality of Bolesławiec published a summary of the public consultations on the draft resolution of the Bolesławiec City Council, containing information about where and when they were held, a discussion of their course, as well as the comments and conclusions submitted during the consultations and responses to them,” reports Tomasz Gabrysiak, head of the City Development and Promotion Department.
Based on the prepared diagnosis of the city of Bolesławiec and the public consultations held, a degraded area and a revitalization area were designated, covering 29.9% of the city’s residents and 11% of its area.
