– For several years, every few months there have been polls concerning the possible closure of the rubbish chutes – the building’s resident explains. She adds that each time a substantial majority of residents have been in favour of maintaining the status quo.

– The alternative is to build a rubbish enclosure and carry our rubbish outside – the woman stresses. – Last year, three polls were held on this matter. I am convinced that the cooperative [mowa o SM Bolesławianka – przyp. „ii”] is more interested in closing the chutes than the residents are.

– In a conversation with me, the president of Bolesławianka placed great emphasis on the fact that the cooperative is required by the fire brigade to install fire-resistant doors on the half-landings where the chutes are accessible – the Reader says. – Of course, in the most recent poll, the residents voted to retain the chutes. And there are still no doors.

What is more, our interlocutor informed us that on 17 March this year the cooperative ordered another poll. – I see this as nothing short of harassment – the woman says.

We asked the president of the Bolesławianka Housing Cooperative,

Beata Ślęzak, for comment:

The “Bolesławianka” Housing Cooperative in Bolesławiec informs us that every action taken by the Cooperative in connection with the possible removal of rubbish chutes has been and remains based on a residents’ initiative or the need for the Cooperative to obtain residents’ opinions on planned works, which may, but need not, be carried out.

In the case of a residents’ initiative, every submission by residents containing any initiative obliges the Management Board to initiate the procedure arising from a resolution of the Supervisory Board [...].

Previous proceedings concerning the removal of the chutes did not end with a decision by the residents to close them. However, in March this year, the Cooperative received an application concerning the removal of the chutes, signed by eight residents. This obliges the Cooperative to inform the residents of the property about the submitted initiative and ask them to vote “for” or “against”.

And she stresses:

The vote on this matter belongs to the residents; the Cooperative cannot impose its opinion. The residents must consider the costs associated with installing doors with an EI 30 fire-resistance rating.

The need to install the aforementioned doors results from a decision by the Commander of the County Fire Service in Bolesławiec [...], according to which the Cooperative is required either to remove the rubbish chutes or to separate them with doors having an EI 30 fire-resistance rating.

According to the Management Board, removing the chutes and building a rubbish enclosure after installing doors with an EI 30 fire-resistance rating would not be economically justified.__ISTOTISTNE_MARKUP_CONTENT_000035__

– In addition, there is the nuisance associated with operating the chutes, namely unpleasant odours and an environment conducive to the breeding of insects and rats – the president adds. She notes: – If the procedure arising from the Supervisory Board’s resolution is completed and the residents do not decide to close the chutes, the aforementioned doors will be installed.
