Our idea arose from the need for cleanliness in the city and the desire to walk along clean pavements. We were inspired by an MZGM advertisement in Bolesławiec and the “Show some class, clean up after your pet” campaign, that is, a film featuring the Miss and Mister of the Ceramics Days.
How would it work?
It is a simple and easy campaign. When a Municipal Police patrol spots someone cleaning up after their dog, it pays them PLN 50 (possibly in the form of a shopping voucher). The officers cannot give money directly, although that would be the best solution. The Municipal Police would be allocated specific funds from the city budget, by resolution of the City Council, to reward responsible people. Let’s say PLN 1,000 a month for 20 rewards.
During special patrols, the officers would look out for those who clean up after their pets and those who do not. They would give a PLN 50 voucher to a responsible resident and issue a fine of a specified amount to a litterbug (it could also be PLN 50).
Why such a campaign?
First, the penalties have not worked so far. Second, if the officers start handing out money for cleaning up after dogs, responsible people will finally be rewarded. Third, it is possible that people who previously would not bend down to pick up poop will do so for fifty złoty. And most importantly: our children will see adults cleaning up after their animals and taking responsibility for them in the streets, and perhaps they themselves will go out with a dog to earn PLN 50?
