At approximately 4:45 a.m., the municipal police duty officer received a report that large amounts of water were flowing along Rataja Street, most likely coming from the nearby roundabout construction site.
The officers who arrived at the scene determined that the water was merely flowing through the construction site, although it was emerging from beneath the sidewalk near the Rossmann store.
So much water was flowing that it ran along Cieplicka, Wita Stwosza and Rataja streets. A huge pool formed on the bridge near the Provincial Road Traffic Centre, and some of the water flowed down the small street between the buildings on Rataja Street.
Due to the possibility of the ground collapsing near the leak, the officers secured the scene. The company Wodnik was notified of the failure. Freezing temperatures caused the roads along which the water flowed to become very slippery. The municipal police duty officer passed this information on to the MPGK dispatcher. The roads were treated with salt and sand.
