When, 25 years ago, the Sejm of the Republic of Poland adopted the Act on Municipal Self-Government, many people doubted whether such far-reaching decentralization would find sensible implementers. Today, after years of experience, we know that it was the best act adopted by the Polish Sejm in the last quarter-century.
During this time, we have learned to decide about our own fate and about what is best for us. We have come to feel like citizens of our small homelands. We can confidently say that it was local governments that decided Poland’s development.
Dariusz Kwaśniewski:
Yesterday, we celebrated Local Government Day. I believe that the attempt to give the May sessions a ceremonial character is a good idea. We should promote the idea of local self-government.
Local Government Day is an opportunity for all residents who make up these local-government communities to feel honored on this day.
The municipality is the county’s older sister; it was this level of local government that blazed the trail. And indeed, local government has proven itself. We joined this local-government work 15–16 years ago, while you did so 10 years earlier. I would like to thank you for the—most often—impressive results of the work of local-government officials and for supporting the development of local entrepreneurship.
County officials honored their municipal counterparts. The awards, presented by D. Kwaśniewski and K. Stasik, were received by: Bolesławiec Mayor Piotr Roman, Chairman of the Bolesławiec City Council Jarosław Kowalski, Mayor of the City and Municipality of Nowogrodziec Robert Relich, head of the Osiecznica Municipal Council Piotr Koza, Bolesławiec Municipality Head Andrzej Dutkowski, Chairman of the Bolesławiec Municipal Council Bogusław Uziej, Gromadka Municipality Head Dariusz Pawliszczy, as well as Warta Bolesławiecka Municipality Head Mirosław Haniszewski and head of its council Adam Maksymczyk.
Also honored was Bartosz Wasyniak, a graduate of the Electronic Schools Complex in Bolesławiec and creator of the logo of the Bolesławiec County Youth Council.
