The City of Bolesławiec received funding from the National Fund for Environmental Protection and Water Management to implement the “Low-Emission Economy Plan for the City of Bolesławiec,” as part of competition No. 2/POIiŚ/9.3/2013, under Measure 9.3 Thermomodernization of Public-Use Buildings – Low-Emission Economy Plans of the Operational Programme Infrastructure and Environment 2007–2013. The planned total cost of the project is PLN 66,400.00. The funding granted amounts to PLN 56,440.00 and constitutes 85% of eligible costs.

In accordance with its assumptions, the Low-Emission Economy Plan should, among other things, contribute to achieving the objectives set out in the climate and energy package by 2020, namely:

  • reducing greenhouse gas emissions,
  • increasing the share of energy from renewable sources,
  • reducing final energy consumption by increasing energy efficiency,
  • as well as improving air quality in areas where exceedances of permissible air-concentration levels have been recorded and air protection programmes (POP) and short-term action plans (PDK) are being implemented.

The measures included in the Plan must be consistent with the POPs and PDKs being prepared and ultimately lead to a reduction in air pollutant emissions, including particulate matter, sulfur dioxide and nitrogen oxides. Since municipalities cannot plan specific measures and budgets for a seven-year period, local governments may present operational measures covering three to four years in their plans. The measures presented must be consistent with the Multiannual Financial Forecasts (WPF).

The Low-Emission Economy Plan is a strategic document which, once prepared and adopted by a resolution of the City Council, will increase the possibility of obtaining funding for investments and non-investment measures in 2014–2020, including from European Union funds. Its scope will cover the following sectors:

  • energy consumption in public and non-municipal buildings,
  • energy production and heat distribution,
  • street lighting,
  • urban and public transport,
  • waste management (optional).

As part of the preparation of the Plan, a database will be created containing selected and systematized information enabling an assessment of energy management in the municipality and an inventory of greenhouse gases. Training on implementing and monitoring the Plan will also be held, along with activities promoting the creation of the Plan. Elements of assumptions for a plan for the supply of heat, electricity and gas will also be developed, and a strategic environmental impact assessment will be carried out when required.
