The objectives of the Programme include providing homeless animals with a place in an animal shelter; caring for free-roaming cats, including feeding them; catching homeless animals; searching for owners for homeless animals; providing 24-hour veterinary care in cases of road incidents involving animals; and educational activities. The Programme is implemented by the Municipality of Bolesławiec in cooperation with the municipality’s organisational units and other entities whose statutory purpose is to care for animals.
The reception of homeless animals originating from the area of the Municipality of Bolesławiec is handled by Schronisko dla Małych Zwierząt w Jeleniej Górze Towarzystwo Opieki nad Zwierzętami w Polsce o/ Jelenia Góra at ul. Spółdzielcza 33A, 58-500 Jelenia Góra, administered by Miejskie Przedsiębiorstwo Gospodarki Komunalnej Sp. z o.o. w Jeleniej Górze. Until dogs are transported to the shelter, they are taken to a temporary dog-holding facility at the premises of the company „Zieleń-Plan” in Bolesławiec at ul. Kościuszki 27, with which the Municipality of Bolesławiec has concluded an agreement. They will be kept there for the shortest possible period, no longer than 16 days.
Care for free-roaming cats in the Municipality of Bolesławiec is provided by Stowarzyszenie Pomocy Zwierzętom w Bolesławcu, which was entrusted with the public task entitled „Ekologia i ochrona zwierząt oraz ochrona dziedzictwa przyrodniczego – poprawa bytowania wolno żyjących zwierząt (w szczególności kotów) na terenie miasta Bolesławiec”. Care for free-roaming cats includes: sterilisation or castration of free-roaming cats; feeding; euthanasia of blind litters of free-roaming cats; and finding temporary homes for free-roaming cats. Supervision of the agreement’s implementation is carried out by Miejski Zakład Gospodarki Mieszkaniowej w Bolesławcu.
The catching of homeless animals from the area of the Municipality of Bolesławiec will be carried out on a permanent basis by the entity operating the animal shelter or an authorised entity conducting activities involving the capture of animals and their transport to the shelter under an agreement. Fourteen days after the animals are caught, if their previous owner or carer has not been found, the animals may be given for adoption to people interested in keeping them and able to provide them with suitable living conditions.
Mandatory sterilisation or castration of animals is carried out by Schronisko dla Małych Zwierząt w Jeleniej Górze. In justified cases, before the animals are transported to the shelter, sterilisation or castration commissioned by the Municipality of Bolesławiec is performed by Gabinet Weterynaryjny S.C. Łukasz Nadwodny, Mariusz Kocełuch at ul. Lubańska 71 in Bolesławiec. After the procedure, the animals remain at the clinic until they recover.
The search for owners for homeless animals is carried out by Schronisko dla Małych Zwierząt w Jeleniej Górze by giving animals staying at the shelter for adoption to people interested in them and able to provide them with proper living conditions. New owners for homeless animals are also sought by non-governmental organisations on a voluntary basis, via the following websites: https://adopcjapsa.wix.com/boleslawiec, Facebook (Psy do adopcji Bolesławiec) and www.doadopcji.pl.
A farm located in Bolesławiec at ul. Zabobrze 80 provides care for homeless farm animals from the area of the Municipality of Bolesławiec.
24-hour veterinary care in cases of road incidents involving animals is provided by: Gabinet Weterynaryjny S.C. Łukasz Nadwodny, Mariusz Kocełuch at ul. Lubańska 71 in Bolesławiec, tel. 609-770-596 or 691-332-237. The Municipality covers the costs of veterinary care in cases of road incidents involving owned animals when their owner cannot be contacted and the animal requires immediate assistance. The owner of an animal involved in an accident is obliged to reimburse the costs of its treatment.
Funds for implementing the provisions of the Programme were secured in the 2014 budget in the amount of 350,000 PLN, including: a targeted grant from the budget to finance or co-finance tasks commissioned to associations (a grant for the association „Ekologia i ochrona zwierząt oraz ochrona dziedzictwa przyrodniczego” – 40,000 PLN; – purchase of other services – services involving the provision of medical and veterinary care for homeless animals (tasks resulting from implementation of the Programme, including: Schronisko dla Małych Zwierząt w Jeleniej Górze; temporary holding of dogs at the premises of the company „Zieleń-Plan” in Bolesławiec; provision of medical and veterinary services to ensure veterinary care for homeless animals in the city of Bolesławiec) – 150,000 PLN; – payments by municipalities to other local-government units and county associations to co-finance current tasks (payments to Związek Gmin „Kwisa” for the operation of Schroniska dla Zwierząt Małych w Lubańskim Wielkim Lesie) – 160,000 PLN.
The Programme also contains provisions concerning the promotion of proper attitudes and behaviour towards animals and public education regarding the duties incumbent on animal owners and carers. This is to be supported by encouraging school and preschool teachers to incorporate educational content on environmental protection, issues related to the humane treatment of animals, and animal-care standards. Educational activities also include cooperation with existing social organisations whose statutory purpose is animal protection, as well as creating favourable conditions for residents to become involved in the activities of such organisations. Proper attitudes and behaviour towards animals will also be promoted by organising competitions, campaigns and talks for children and young people on the humane treatment of animals and preventing animal homelessness, in cooperation with interested non-governmental organisations and institutions.
