The monument was unveiled in the presence of the flag bearers of veterans’ organizations and the military, members of the Union of Siberian Exiles, local government authorities, and the many young people who attended. The obelisk, located in front of the cemetery chapel, bears the inscription: "In tribute to the Polish martyrs of Siberia and those murdered in Katyn and the Gulags."

The monument was funded mainly by contributions from members of the Bolesławiec branch of the Union of Siberian Exiles. The obelisk was unveiled on the initiative of representatives of the Union of Siberian Exiles, for whom Siberia is not only a geographical term but, above all, a symbol of the repression suffered by Poland and Poles deported to gulags in the territory of the former USSR. The Bolesławiec branch currently has 230 members.
